As you know, the City is currently pursuing approvals to operate the Salem Ferry from a site owned by Shetland Properties in the South River. The proposed work involves the removal of an existing float/gangway and piles; the installation of a gangway and a pile spudded float system and the installation of a dolphin along the southeasterly side of the South River, east of the Congress Street Bridge. The project also involves paving a seven to eight foot wide walkway and installing fencing along the seawall adjacent to the River extending approximately 250 linear feet westerly to Congress Street. Parking for the ferry will be available in the City's new parking garage (once opened), the Pickering Wharf parking lot on the west side of Congress Street and a parking garage on the Shetland Properties site. The City hopes to commence ferry service on or about June 19„1999 and run the service indefinitely. At some time in the future, the facility may require some"reconfiguraiton as the . gangway and floats are on loan to the City from Massport. If you should have any questions or concems regarding this matter, please contact me at 617-357-7044. ONE ASSOC/A7E$ INC. NEWBURYPORr MASSACHUSETTS Attachment 1 Notice of Intent City of Salem Docking Facility Project Description The City of Salem is proposing to continue its High Speed Ferry Project this year at a new site owned by Shetland Properties. The site is located in the South River east of the Congress Street Bridge and currently contains an existing float and gangway system. The project involves the installation of a new gangway, float and dolphin to service the ferry as well as the creation of a walkway extending from Congress Street to the site. The ferry service involves a high-speed (25 to 35 knot) ferry approximately 92 feet in length with a 22 foot beam and a 5 foot draft. Similar to last year, the service will run from Salem to and from Boston. Activities within State Wetland Resource Areas Activities which are proposed within Land Under the Ocean include the removal of an existing float/gangway and piles owned by Shetland properties and the placement of a new docking system for the ferry service. The docking system will be comprised of a new six foot wide by 50-foot long gangway and a 20 by 40 foot float held in place by two 20-inch diameter piles and framing. The gangway and the float were used as part of the ferry facility last year. The gangway will be supported at the top of the existing seawall by two 12-inch diameter piles. A dolphin comprised of five 12-inch timber piles will be installed approximately 25 feet east of the float. Activities within the Buffer Zone are limited to the creation of a seven to eight foot wide fenced and lit walkway extending approximately 250 linear feet easterly to Congress Street. The walkway will be created in an area which is currently paved and which contains a brick post and horizontal timber beam fence. The existing fence will be removed, the asphalt area will be topcoated and the new fences installed. The proposed walkway area immediately adjacent to Congress Street will be slightly re-graded to achieve compliance with the American Disability Act (ADA). Best Management Practices All in water work such as pile driving/removal will occur from barges. The proposed gangway and float will be towed to the site from the Blaney Street site. During construction, any debris which enters the water will be removed immediately. Hay bales will be installed along the seawall in the vicinity of the re-grading activity near Congress Street.
