Congress Street Residences is an eight building, 64-unit family housing preservation project in Salem's Point neighborhood. North Shore CDC, the project sponsor, is proposing to renovate all of the properties to improve their condition and to preserve affordability for the residents. The unit sizes will be reduced in certain cases, and handicapped accessibility will be provided at two buildings, for a total of four new handicapped accessible units. Two first floor units at one property will be converted to one commercial/retail space, reducing the number of residential units from 66 to 64. All but two of the project properties fall entirely or partially within the 100-year floodplain or within 100 feet of it. Work at each of these properties will include some of the following: constructing new sewer connections, installing new fire sprinkler systems, building a wheelchair ramp, and paving a dirt and stone parking lot. North Shore CDC requests that this RDA be placed on the agenda for the September 2015 meeting of the Salem Conservation Commission. The sprinkler systems will be supplied with new connections in the street and routed to the basement of each building. It is unknown at this time the amount of excavation that will be required as the existing water lines in the streets have not been identified. The GC will need to install cast iron supply lines from the street to the basement. This work can be completed at the same time as the sewer separation work described below. Sewer Connections: At this time it is assumed from our investigation that the storm water and sewer lines at all eight buildings are combined and exit the building in one pipe being fed to the city sewer line in the street. We are assuming that the City will require that these lines be separated into their own independent lines leaving the building and connecting to the city's sewer and storm water lines. Even if the City's lines are not currently separated, the City will require that the separated lines be at least installed out to the street for future separation. Unlike the sprinkler systems, these lines will be PVC. Area of excavation is unknown at this time as these lines have not been identified in the street yet. Wheelchair Ramps: The wheelchair ramps are being built out of pressure treated 2x wood lumber with composite decking. The ramps will be set on 12" diameter concrete SonoTube footings, at each corner of the ramp and landing. Parking Lot Upgrade: The existing parking lot at 111 Congress Street is dirt and stone. The proposed plan for the new parking lot would be to pave and stripe the lot, adding grassed areas along the perimeter with low profile plantings and trees. Testing of the existing soil has not been performed, so a final asphalt design has not been made. The depth of the new materials is unknown at this time.
