The Commercial Street design project will determine best management practices to abate the targeted stormwater pollution sources: TSS, sediments, bacteria, heavy metals, oils and grease/hydrocarbons. Vehicular traffic and parking, frequent foot traffic and pet walking from and to nearby dog park, and failing landscaping islands between Commercial Street and sidewalk are polluting the North River. Direct observations of petroleum sheens, pet waste, sedimentation and turbidity (cloudiness) along Commercial Street have been documented. This project seeks to address these non-point source pollution problems by designing Low Impact Development(LID) retrofits to the existing structural drainage and landscaping islands along Salem's Commercial Street, which parallels the North River Canal. The proposed LID project will include modification of the islands to receive, infiltrate, store, and treat rainfall runoff prior to discharge to the North River outfalls. By designing bioretention cells to intercept runoff from the first i/2 to 1 inch of rainfall which is the source of the majority of"first flush" contaminants from urban runoff, this project will begin the process of restoring coastal and riverine resources that are important for American eel and rainbow smelt spawning and survival. The design will incorporate the removal and replacement of landscaping timbers, soil and plants in existing landscaping islands; to facilitate the installation of new modified curbing, infiltration medium, check dams, and drought and salt water tolerant plants. In addition, this project will conduct outreach to demonstrate the use and effectiveness of LID methods for improving water quality. The LID methods will serve as a resource to encourage incorporation of similar techniques in future developments that are being proposed within the North River corridor. Property Owners The City of Salem; the planting islands are located in the right of way on Commercial Street. Notification to Abutters All abutters located within 100 feet of the proposed work location will receive a notification of the proposed project in writing through Certified Mail, Return Receipt Requested in accordance with the MassDEP policy. (A copy of the letter and list of the abutters is attached) Forms and Fees This is a municipal project and all fees are waived by the Commonwealth of Massachusetts and the City of Salem. WATER RESOURCES - BURIED INFRASTRUCTURE-PUBLIC WORKS - CONSTRUCTION ADMINISTRATION - LAND DEVELOPMENT Riverfront Area In accordance with Mass GIS 2009 hydrographic layers, the proposed project area is located within 200- feet of the Riverfront area along the North River Canal. There will be no alteration of the Riverfront area. Existing Wetland Resource Areas In accordance with Mass GIS 2009 hydrographic layers, the proposed project area is not located in the buffer zone of a Wetland Resource. There is no portion of the project within the boundaries of Rare and Endangered Species Habitat according to the Massachusetts department of Fisheries & Wildlife (Mass GIS, Edition 13, October 2008). A copy of the filing does not need to be forwarded to the NHESP for review. Stormwater Management The project will not increase the impervious surface at the site. All necessary construction related sedimentation control are incorporated into the project and sedimentation or erosion from the site during earthwork. Erosion and Sedimentation Prior to any excavation at the site, sedimentation barriers (staked mulch sock, silt fence, or hay bales) are placed between the proposed work area and the North River and catchbasin inserts to prevent construction site runoff from reaching the North River. The sedimentation barriers remain in place during and following construction. NEW ENGLAND CIVIL ENGINEERING CORP. - Page 2 of 2 PIP n CA Install Pam Garden: ♦ ' }e .,,".
