Innovative Engineering Solutions, Inc. (IESI)has prepared this Request for Determination of Applicability on behalf of Univar,USA. The fence is being proposed to provide site security during future building demolition activities (which will be presented in a future NOI) and serve to complete the perimeter security fence after the building is demolished. The east side of the building currently serves to restrict access to the site along with the existing chain link fence. Figure 1, attached, shows a site locus, and the attached Figure 2 and Figure 3, also attached, show the proposed fence location and fence details respectively. We are filing this Request for Determination of Applicability to request a determination from the City of Salem Conservation Commission that the provisions of the Wetlands Protection Act and regulations for minor activities provide an exemption for filing of a Notice of Intent for installation of the fence. Note that, by definition in the Wetlands Protection Act Regulations(2005 Revisions), installation of a fence within the buffer zone is considered to be a minor activity. Additionally, the fence location and alignment will not constitute a barrier to wildlife movement across or within existing resource areas. Enclosed with this application is a check in the amount of$25 payable to the City of Salem to cover the cost of the local application fee. We understand that a public notification will be placed in Salem News by the Conservation Commission and that the property owner will be billed directly for the ad. The fence is being proposed to provide site security during future building demolition activities(which will be presented in a future NOI) and serve to complete the perimeter security fence after the building is demolished (the east side of the building currently serves to restrict access to the site along with the existing chain link fence). The fence will include line posts at a typical spacing of 10 feet. Each post will be set to a minimum depth of three feet below grade within a 12-inch diameter deep hole. The holes will be backfilled with concrete to provide a stable footing for the fence posts.
