Dear Mr. Mrs. Wilkins:
Pursuant to our discussion at last Thursday' s Conservation
Commission meeting, we are writing to confirm our agreement regarding
the placement of fill behind your home within the wetland area.
1 . All inappropr'iate fill material such as bituminous shall be
removed. -.
2. The slope shall be stabilized as best as possible without
incurring financial hardship.
3. Loaming and seeding may take place to help stabilize the slope,
but hay bales should be placed at the toe of the slope to
prevent wash out of any fill into the wetland.
4. There shall be no placement of fill beyond the present line.
The Commission understands your disappointment in not being able to
fill any further than what presently exists. We have attempted to reach
an equitable compromise by allowing the fill that is presently there to
remain. By statute, no more than 500 sq. ft. of area may be filled
without providing a compensating area within the same wetland. This
type of activity would be prohibitively expensive: Your cooperation in
working with the Commission on this issue is very much appreciated.

Re: 24 Clark Street--dumping I <j, - Q 7 7
Fall, 1985--Site visit with Paul Niman, Director of Public Services who
had received a request from owner to take City fill (leaves, street sweepings)
for landfill purposes. It was observed the area was within a wetland
(land donated to Conservation Commission by builder of abutting homes)
and any filling must be done with Commission approval only. Mr. Niman
told owner that no City fill would be brought to site.
April, 1986--Two telephone calls from concerned neighbors that large
amounts of fill and trash were being dumped in wetland area. Site
visit confirmed this was taking place.
April 2, 1986--Telephone call to Mrs. John Wilkins, 24 Clark Street, who
confirmed they had hired the trucks to bring in fill. I asked her to
stop dumping immediately and contact me again for proper procedure to
follow. Follow-up letter attached.

Dear Applicant:
The Department has received your application requesting authorization
to perform certain activities in state waterways pursuant to G.L.
Chapter 91, Waterways Licensing. The Waterways Regulation Section has
assioned your, filing with the above-indicated application number. It
is imperative that you .refer to this application number whenever, you
submit or request information for this file.
Attached is the Department's public notice for this application. You
are required to publish this notice, at your expense, in the local
newspaper having circulation in the area aT�d by this application
pursuant to G.L c.91,s.18. This notice must be published for at least
one day in the local newspaper and there is a thirty (30) day comment
period imposed from the date of publication. You are required to
submit proof of publication to the Department by sending a copy of
this notice showing the date of publication or a letter from the
newspaper indicating the date that this notice was published.
The Department will concurrently notify the local Government and
local conservation commission of the proposed activity for their
review and comment. Please be advised, however, that the Department
cannot begin licensing review and authorization until at least
forty-five (45) days after the municipality has be n0t,7, this
application pursuant to G.L.c.91 ,s.18.
In general , the Department will not begin licensing review and
autho7jzation for this application until the following information
has been submitted to'the file:
