The Commission orders that all work shall be performed in accordance with said conditions and with the Notice of Intent referenced above. To the extent that the following conditions modify or differ from the plans, specifications or other proposals submitted with the Notice of Intent, the conditions shall control. General Conditions 1. Failure to comply with all conditions stated herein, and with all related statutes and other regulatory measures, shall be deemed cause to revoke or modify this Ord .. ``- •�,a 2. The Order does not grant any property rights or any exclusive privileges; it does not authorize any injury to private property or invasion of private rights. 3. This Order does not relieve the permittee or any other person of the necessity of complying with all other applicable federal, state or local statutes, ordinances, by-laws or regulations. 4. The report presents, in narrative manner, discussion of all appropriate items required by Appendix A of the Salem Subdivision Regulations, together with appropriate engineering calculations for the various systems intended to serve the proposed subdivision. SCOPE OF REPORT The Environmental Impact Statement for the Danielle Circle Subdi- vision provides information relative to the following: Natural Environment Man-Made Environment Public Facilities Community Services Human Considerations The document relies upon -field investigations of the site, data "^ on file with the office of the Salem City Engineer and the Salem City Planner and accepted engineering practice in the Common- wealth of Massachusetts. GENERAL DESCRIPTION OF SITE . The : site of the proposed Danielle Circle Subdivision is located in the south portion of Salem, Massachusetts, and lies westerly of St.; Anne=s Park, southerly of existing homes on Willson Road, easterlyof Cham plain.Road and northerly of Read Street. The parcel consists of approximately 2.1 acres of land and is shown as Lot 24 on Salem Assessors Map 23. The easterly portion of the site rises moderately upward from Champlain Road. Steep slopes exist along the southerly boundary and adjacent.to the drainage channel which traverses the site. Vegetation consists of brush and grasses with some moderate trees existing adjacent to the drainage charnel and in the southerly portion of the "site. The new street, which will be 172 feet in length, will serve four (4) new single family dwelling lots. The lots range in size from 15,056 to 17,167 square feet and conform to all dimensional requirements of the Salem Zoning Ordinance. All proposed house lots will be served by extensions of existing municipal water and sewer systems. Telephone, electric and cable television service will be provided- to all lots by means of an underground system. b PAGE 2 Boa4o� Laad �o�oca� o�©oo�aQo� Boon NATURAL ENVIRONMENT AIR The primary potential for dust from the site will be during the construction of the roadway and utilities. Dust control, through surface wetting with water, will be practiced as necessary. No measurable amounts of odor or smoke are expected from the four (4) single family homes on the site. The site is surrounded by an existing residential neighborhood and a park to the west. Prevailing winds are from. the northeast and east. LAND Existing topography on site varies from 18 to 50 feet above the Salem City Datum. Bedrock is typically located from the ground surface to five feet below the ground surface. It.is anticipated that blasting will be required for portions of the roadway and utility systems and the proposed dwellings. All blasting procedures will be performed in compliance with the provisions of Massachusetts General Laws, Chapter 148 and 527CMR, 13.00 as well as requirements of the Salem Fire Department. No percolation tests were performed since the property is to be served by an extension of the municipal sewerage system. . The portion of the site which will be permanently affected by the proposed subdivision is approximately 1.3 acres. Developed char- acteristics are projected as follows: Roadways and driveway areas: 0.4 Ac. Dwellings: 0.1 Ac. Lawn areas: 0.8 Ac. Areas to remain natural: 0.8 Ac. Sheet 3 of the Definitive Subdivision Plan depicts proposed grad- ing characteristics of the site. PAGE 3 BaaQow food �3aQoo� Da©oo�aQoa� Boon ENERGY Electric energy will be supplied by Massachusetts Electric Compa- ny to the four (4) new single family dwellings by means of an underground distribution system. Heat will likely be provided to the homes by means of oil fired furnaces. Heating oil storage tanks will be located in the basement of each dwelling. No natural gas distribution system is planned for the subdivision. NOISE Noise levels will only increase noticeably during construction of the roadway, utilities and individual homes. Working hours will typically be from 7:00 AM until 5:00 PM, Monday through Saturday. LOCAL FLORA AND FAUNA The westerly portion of the site is wooded with a mix of decidu- ous species. This wooded area will be minimally disturbed by the construction of proposed storm drainage facilities for the site. The remainder of the property is covered with brush, a small number of trees, grasses and exposed rock outcrops. Those spe- cies, except for ones which lie upon the immediate parcel bound- aries, will.be removed during construction. New lawns and plant- ings will be constructed and suitable trees planted along the proposed street. Wildlife on site consists of small upland mammals and songbirds. Such - species will be temporarily displaced by construction but will typically re-establish their habitats following completion of the -work. There are no known rare or endangered species on or immediately adjacent to'the site of Danielle Circle. Surrounding properties are all residential in character. No pubic open space or conmon areas exist on the site. A parcel of land consisting of 13,088 square feet located on the southwest portion of the site is to be offered to the City and merged into the existing playground.. The site is located within approximately 300 feet of Jefferson Ave- nue, affording excellent access to shopping and community facili- ties. The proximity of the site to area schools is presented in a subsequent section of this document. DENSITY At the time of preparation of the Environmental Impact- Statement, specific plans for proposed homes are not available. Consumptive demand for the four proposed dwellings is projected to be 1760 gallons daily and an instantaneous peak of 9 gallons per minute. Available fire flow is anticipated to be in excess of 750 gallons per minute. A fire hydrant is proposed in the cul-de-sac to allow for flushing of the main as well as to provide fire protection for the proposed dwellings. SANITARY SEWERAGE The four proposed dwellings are projected to generate an average daily wastewater flow of 1760 gallons. Wastewater from the dwellings will be collected by means of a new eight inch diameter polyvinyl chloride gravity sewer, which will extend from the existing sewer manhole at the intersection of Champlain Road and Arthur Street. Calculations for design of the sewer system are given in Appendix A. STORM DRAINAGE FACILITIES A double inlet catch basin is proposed on Danielle Circle at the end of the cul-de-sac. Storm runoff .will proceed through a new drainage easement on Lots 2 and 3, partially within a closed (piped) system and partially in an open drainage swale to the drainage course existing along the west side of the property. The drainage system has been designed to be of sufficient capaci- ty for the runoff from a ten year storm. Calculations for pro- posed peak runoff rates and pipe hydraulics are presented in Appendix B. Drainage from impervious areas of the site will discharge into a stone lined stormwater management facility which will provide for settlement of silts and result in improved water quality at the existing drainage cover. The computations have been performed for ten, twenty five, and one hundred year storm events, and may be found in Appendix C. TRAFFIC FACILITIES The Subdivision Plan for Danielle Circle depicts proposed construction of a 162 foot long street, terminating in a cul-de- sac with a pavement diameter of 80 feet. The width of street paving is proposed to be 28 feet and sidewalks are to be- con- structed on both sides of the roadway. According to the publication "Trip Generation", by the Institute of Transportation Engineers, the four single family Mmes are expected to generate a total of forty (40) vehicle trips per day. In the morning peak. hour it is projected that 2 vehicles will leave the site and 1 vehicle will enter the site. In the after- noon peak hour, 3 vehicles would be expected to enter the site and 1 vehicle would leave the site. No measurable impact upon adjacent streets or traffic character- istics is expected as a result of the proposed Subdivision. A minimum of two off-street parking spaces will be provided on each individual dwelling lot. Calculations for proposed traffic generation are given in Appendix D. PAGE 8 �aa4opo hand �apaa� �aaoa�oQoa� �000 COMMUNITY SERVICES SCHOOLS The proposed Subdivision of Danielle Circle is located, as fol- lows, relative to area schools: Facility Distance Horace Mann 0.8 miles Middle School West 1.0 miles Salem High School 0.5 miles The four (4) proposed homes would typically each contain one school aged child. If all new homeowners were to locate in the proposed subdivision from areas other than Salem, a total addition of four students to the school population might be expected. Such an addition is not expected to result in any measurable impact upon the Salem School System. RECREATION - No recreational facilities, public or private, exist upon the site of the Danielle circle Subdivision. The site is located adjacent to an existing park on Sutton Street; opposite Dundee Street. It is proposed to offer 13,088 square feet of land to the City to augment the existing park west of the site. POLICE A typical population of four persons per dwelling would be ex- pected for the homes in the Danielle Circle Subdivision, result- ing in a total projected population of sixteen persons in the subdivision. If each residence garaged two motor vehicles, a total of eight vehicles would be kept within the subdivision. FIRE A total of four single family dwellings will be located within the Danielle Circle Subdivision. It is anticipated that the new dwellings will be wood framed structures on concrete foundations with asphalt shingle roofs. As discussed in a previous section of this docimient, a total available fire flow in excess of 750 gallons per minute is antic- ipated within the proposed subdivision. Existing wooded areas on the westerly portion of the site will be undisturbed, this providing a ,natural buffer along that boundary. The proposed four single family hones are not expected to result in any adverse effects nor interfere with views from or across the site. No portion of the site is currently available for public use. A City playground exists to the west of the site. PUBLIC HEALTH No long term impacts upon. public health are expected to occur a result of the Calumet Street Subdivision. Noise levels will increase during construction, but hours of operation will be controlled to minimize disturbance of the neighbors. No measura- ble changes in air or water quality will result from the proposed construction.
