REQUESTING A VARIANCE FOR WINTER ISLAND - CITY CL-FK'$ CFFICE

A hearing on this Petition was held on May 27, 1981
with the following Board Members present: Mr. Douglas Hopper,
Chairman; Messrs. LaBrecque, Feeherry, Piemonte and Hacker.
Notices of the hearing were sent to abutters and others and
notices of the hearing were properly published in the Salem_
Evening News in accordance with Massachusetts General Laws
Chapter 40A.
The Winter Island Commission has requested a variance
for the Winter Island property (1) to install an attendant's
booth; (2) to locate a trailer at the site to house a security
guard and (3) to permit recreational vehicles to use the
property during the summer. A variance is required because
the land is in an R-C district where the proposed uses are
prohibited without a variance.
The Board of Appeals, after consideration of the evidence
presented at the public hearing and after viewing the property
makes the following findings of fact:
1. The property in question is unique. It is one
of the last undeveloped locations on the waterfront in Salem.
2. The proposed use of the property will be limited
in time.
3. The proposed use of the property is expected to
reduce the likelihood 'of vandalism in the area.
On the basis of the above findings of fact, and the
evidence presented at the public hearing, the Board of Appeals
concludes as follows:
1. The property in question is unique because of its
location.
2. The condition described above especially affects
the land in question but does not generally affect the zoning
district in which the land is located.
3. The condition described above which affects the
land in question but not the zoning district generally, causes

the following special hardship: unless a 'Spec$AIEPer.m.y�
is granted, virtually no income producing use can be made
of this property unless the property is developed for
residential or commercial use.
4. The desired variance may be granted without sub-
stantial detriment to the public good.
Therefore, the Board of Zoning Appeals unanimously .
voted in favor of granting the requested relief. The
Board grants a variance to the Petitioner on the following
terms and conditions:
1. An attendant's booth may be erected on the site
and permanently maintained there. .
2. A trailer may be located at the site for a period
not to exceed three years from the date of this decision.
3. The property in question may be used from the date
of this decision to October 1, 1981 as an overnight camping
ground for no more than 50 recreational vehicles which will
be sited at the property in accordance with a plan to be
developed by the Planning Department.

of recreational vehicles on Winter Island. -
I will be away on vacation on Wednesday, May 27, 1981 and
therefore, will be unable to attend the hearing.
My objections are many and varied and as one of the abutters
I feel very strongly that .my opinion should be considered.
I have no objection to a security establishment, but I do
'feel that ALL visitors should be off the premises by 9 :00 P.M.
It is not necessary to describe the beauty of the place,
we all know that, but we also realize that it would not be
residents of Salem who would be making these "extended visits. "
It can, and should be, a very lovely place to beach, picnic,
and enjoy, one of the few remaining spots not given,over.to
outside commercial interests.
Having resided at the corner of Columbus Square and Winter
Island Rd, since 1940, and having seen the takeover of the
Smith Pool, the Sewerage Treatment monstrosity, the Power. Plant
on beautiful, Rowell Field, the expected condominiums on the
old Health Hospital grounds, (and rumored shoreline extension
in the -old Ebsen-Swenbeck restaurant area) I say to those of
you who give a damn---ENOUGH: : :
