Petitioners are requesting a Special permit to allow four family dwelling in the R-2 zone district. The provision of the Salem Zoning Ordinance which is applicable to this permit for a Special Permit is Section V B 10, which provides as follows: Notwithstanding anything to the contrary appearing in this Ordinance, the Board of Appeal may, in accordance with the procedure and conditions set forth in Section VIII F and IX D, grant Special Permits for alterations and reconstruction of nonconforming structures, and for changes, enlargement , extension or expansion of nonconforming lots, land, structures, and uses, provided, however, that such change, extension, enlargement or expansion shall not be substantially more detrimental that the existing conconforming use to the neighborhood. In more general terms, this Board is, when reviewing Special Permit requests, guided by the rule that a Special Permit request may be granted upon a finding by the Board that the grant of the Special Permit will promote the public health, safety, convenience and welfare of the City's inhabitants. The Board of Appeal, after considering the evidence presented at the hearing and after viewing the plasn, makes the following findings of fact . 1 . There was neighborhood opposition. 2. Addition of this many units will make the parking problem exacerbate. 3. Parking plans does not seem compatible for area. Therefore, the Zoning Board of Appeal voted unanimously, 0-4 to deny the petitioner the relief requested. SPECIAL PERMIT DENIED JAMES B. Owner 1 Mall Street Salem SUBJECT : Proposal to Change Dwelling at 25 Washington Square a 4 Unit Dwelling I am the immediate abutter to the rear of the dwelling at 25 Washington Square . I am against the proposal to allow 4 units at 25 Washington Square . My primary concern is the proposed change would aggravate the parking situation in the neighborhood. Based on a copy I have of the proposed parking; spaces 4 , 5 and 6 would take away at least two currently available spaces on Mall Street. If you also consider that most probably there would be two cars for each dwelling unit , then there would be two. additional cars that would need to park in the street . The net loss of street parking would be four less spaces . Also considering the snow condition in the winter time , I feel it unreasonable to allow 4 units at this location. The neighborhood is zoned for two families and if 25 Washington Square was converted from a single to a two family, the currently available parking on the property off Williams Street would be sufficient. This area is also very busy due to tourist traffic visiting Salem Common and the Witch Museum. Taking away any available street parking is certainly not in the best interest of the neighborhood or the City of Salem. Sincerely, ��� William B.
