A hearing on this petition was held November 12, 1986 with the following Board
Members present: James Hacker, Chairman; Messrs. ,Bencal, Fleming, Luzinski and
Strout. Notice of the hearing was sent to abutters and others and notices of the
hearing were properly published in the Salem Evening News in accordance with
Massachusetts General Laws Chapter 40A.
Petitioner is requesting a Variance or Special Permit to convert a four unit
building into a five unit condominium building in this R-2 district.
At the request of petitioners Counsel, Jacob Segal, the Board of Appeal voted
unanimously, 5-0, to allow Leave to Withdraw Without Prejudice.

Dear Mr. Hackers
Since I will be away *on 12 November when the public
hearing is scheduled for the variance .or,_speciel_pe.r-mit __ 1
re the five unit condominium at 3' Winter Street, which
abuts my property at 5 Winter Street, this letter may
be read in my absence.
While I, and all the abutting property owners to 11/2-
3 Winter Street were opposed to the idea of a separate-
carriage house being built on the property, and while I
am not personally in favor of an addition to the main
house due to increased human and automobile density in
an already heavily populated neighborhood, I think that
the architect, David Jaquith, has developed an attractive
and compatible two story addition. Absent from the plans
which I viewed yesterday, however, is the driveway side
elevation, the most important 'elevation concerning my
interest. I have spoken with David Jacobson, one of the
three owners of JPS Realty and the elevation should be
here tonight for you and the board members to see, and
I will see it when I return.
The centering of the proposed addition is much better
in my estimation, and the location of the parking spaces
for eleven cars at the rear left of the house (behind
1 1/2) is historically in keeping with the location of
the former original carriage house which would have had
vehicles there.
If the owners' permit to undergo construction is in.
order, and if they carry through with this ambitious
condominium converhi&rLr�project and restore the exterior
of the architecturally significant Federal period house
it will certainly improve the ongoing aesthetic appearance
of Winter Street and the Salem Common area.

myself, and we have settled the parking requirements and any neighborhood
dissatisfaction.
