Notice of the hearing was sent to abutters and others and notices of the hearing were properly published in the Salem Evening News in accord- ance with Massachusetts General Laws- Chapter 40A. The Winter Island Commission and the Park & Recreation Commission, as Petitioner, has requested a Special Permit to allow overnight camping by not more than sixty (60) recreational vehicles on Winter Island during the summer months. Winter Island is located .in an R-1 district. The Special. Permit may therefore be granted upon a finding by the Board of Appeal that the grant of the Special Permit will promote the public health, safety, convenience and welfare of the City's inhabitants. The Board of Appeal, after considering the evidence presented at the hearing, and after viewing the property, makes the following findings of fact: 1 . A prior request to this Board resulted in the granting of a .Special Permit allowing overnight camping at the site. That Permit expired October 1 , 1984 ; 2. The proposed use of the site will in no way limit the public' s access to the site and the revenue generated by the proposed use will benefit the City and provide funds which will allow greater access by the public to Winter Island. On the basis of the above findings of fact and on the evidence presented at the hearing, the Board of Appeal, concluded that the proposed use will promote the public health, safety, convenience and welfare and that the proposed use is in harmony with the Zoning Ordinance. Accordingly, the Board voted 5 - 0 in favor of granting the Special Permit to petitioner. The Special Permit is granted in accordance with the following terms and conditions: 1 . Overnight camping of -not more than 60 recreational vehicles at one time shall be permitted at Winter Island during the period May 1 to October 15,198' 2. The location of the recreational vehicles shall be approved by the Salem Fire Marshal to guarantee access by fire fighting apparatus to the site; 3. Mr. Lagonakis seconded the motion. The vote was unanimous. Mr. Lavoie made a motion that the Park and Recreation Commission affirms the plans for Mr. Moore to proceed with the various projects scheduled at the Island i.e., concerts, festivals, etc. with assurance that he will keep the Commission and the Mayor abreast of all upcoming events. Mr. Lagonakis seconded the motion. The vote was unanimous. Mr. Lavoie made a motion to request the City Solicitor to take legal action against Mr. Al Potorski, proprietor of Jillian's. Mr. Lagonakis seconded the motion. The vote was unanimous. In relation to a letter submitted by Burnham Associates, Mr. Lavoie made a motion to allow construction of new piles at Salem Willows Pier after receiving approval from Superintendent Foley. Mr. Lagonakis seconded the motion. The vote was unanimous. Mr. Lavoie made a motion to authorize Salem Golf Committee to proceed with contest to rename the Salem Municipal Golf Course with the winner receiving one year's membership contingent on final approval by the Commission. Mr. Lagonakis seconded the motion. The vote was unanimous. The following 10 names were recommended by Superintendent Foley and approved by the Commission for hiring as summer part time employees: Greg 1 ,1Tuttle Peter Bachry Keven Reed Daniel J. Brennen Edward V. Ryan Gary Lavoie Steve LeClerc Joseph D. Mento Roger Poussard William McKenna . The name of Russell Hughes was recommended by Superintendent Foley and approved by the Commission for hiring as full time permanent hire. The names of the following three people were recommended . by Superintendent Drew and approved by the Commission for hiring as part time Golf Course employees: Richard Belanger Shayne Cokerdam Keven Drew Mr. Lavoie made a motion to send letter to Mr. Dave Beattie from NEPCO thanking him for the donation of the fence to the Department. Mr. Lagonakis seconded the. motion.
