Notice of the hearing was sent to abutters and others and notices of the hearing were properly published in the Salem Evening News in accordance with Massachusetts General Laws Chapter 40A. Petitioners, owners of the property, are requesting a Variance to allow the premises to be used for an office and the display and sale of kitchen installations and accessories in this R-1 district. The Variance which has been requested may be granted upon a finding of the Board that: a. special conditions and circumstances exist which especially affect the land, building or structure involved and which are not generally affecting other lands, buildings and structures in the same district; b. literal enforcement of the provisions of the Zoning Ordinance would involve substantial hardship, financial or otherwise, to the petitioner; c. desirable relief may be granted without substantial detriment to the public good and without nullifying or substantially derogating from the intent or the district or the purpose of the Ordinance. The Board of Appeal, after careful consideration of the evidence presented and after viewing the plans, makes the following findings of fact: 1 . Althought current zoning for this parcel is R-1 , the immediate area consists of commercial and condominium development; 2. This parcel is not conducive for R-1 zoning; 3. No expansion would take place, only restoration; 4. There was no opposition; 5. The premises consists of a parcel of property shown in outline on the plan submitted herewith. The premises consists of a single family house that was built many years ago and was in a very rundown condition prior to its purchase. It had been vacant for a number of years. The property is situated adjacent to a multi- family development and is located approximately at the junction of the Salem and Marblehead line. The owners of the property who are in the business of installing kitchens in new and existing homes and desire to utilize the premises for display purposes in connection with their business. The upstairs portion would be used for an office for their particular business. The owners have done considerable work in the area and in the new multi- family construction adjacent to them and have the support of the owners of that particular development. I am attaching a copy of the letter to this petitioner. They have viewed our plans and are comfortable with the planned restoration. There is ample parking. The premises will not be enlarged in any way. It is submitted that the use of the premises in an area that is composed of a new multi-family development would be in keeping with the best use to be made of the property. As shown on the proposed plans, the restoration is tastefully done and it will enhance the general appearance of the property. The entrance is on Tedesco Street so that all of the orientation is towards Tedesco Street. The property is at the junction of the line between Marblehead and Salem. As can be seen by the parking plan submitted herewith , there is more than ample parking and the design of the parking together with ingress and egress handel the parking situation very well . The premises consists of a parcel of property shown in outline on the plan submitted herewith. The premises consists of a single family house that was built many years ago and was in a very rundown condition prior to its purchase. It had been vacant for a number of years. The property is situated adjacent to a multi- family development and is located approximately at the junction of the Salem and Marblehead line. The owners of the property who are in the business of installing kitchens in new and existing homes and desire to utilize the premises for display purposes in connection with their business. The upstairs portion would be used for an office for their particular business. The owners have done considerable work in the area and in the new multi- family construction adjacent to them and have the support of the owners of that particular development. I am attaching a copy of the letter to this petitioner. They have viewed our plans and are comfortable with the planned restoration. There is ample parking. The premises will not be enlarged in any way. It is submitted that the use of the premises in an area that is composed of a new multi-family development would be in keeping with the best use to be made of the property. As shown on the proposed plans, the restoration is tastefully done and it will enhance the general appearance of the property. The entrance is on Tedesco Street so that all of the orientation is towards Tedesco Street. The property is at the junction of the line between Marblehead and Salem. As can be seen by the parking plan submitted herewith, there is more than ample parking and the design of the parking together with ingress and egress handel the parking situation very well . The use proposed is not a high utilization use. It is generally for customers who wish to view their samples of kitchens that are available for installation. As can be seen by the rendering, the restoration of the property will be a distinct asset to the neighborhood and does maintain residential style. Property is somewhat isolated and is not too far from the Vinnin Square Shopping Center, General Glover Inn and a branch office of the Security Bank .
