Thank you for writing concerning the two-family house atUl
I(Lemon Street's I have in the past and intend to continue in the
future towork with residents of Salem to maintain and improve our
neighborhoods .
In response to requests from residents, I have established the
Mayor' s Task Force on problem properties with representatives of
the Health, Building, Fire, Police, Assessors, Legal, Planning and
Licensing Departments participating. This group meets on a regular
basis to investigate complaints such as yours and has had a good
deal of success in resolving some long-standing problems .
With regard to 21 Lemon Street, I have directed Inspector of
Buildings Leo Tremblay, Chair of the task force, to include this
address as an action item on the task force' s upcoming agenda . He
will ensure that this property is looked at for any and all
violations in a timely manner.

Dear Mayor Harrington:
Enclosed is a photograph of the two-family house at
21 Lemon Street. I am in the unfortunate position
of owning a house across the street from this
blight.
I am angry and frustrated by the disruptive first
floor tenants, the disturbances they and their
friends create, and the drugs which they sell
openly from their doorstep. The absentee landlord
and the tenants are making a mockery of the police
department, code enforcement, and most importantly
the neighbors who have to endure this situation.
I am asking for your help to eradicate the drug
dealers from this house and to enlist the support
of the Building Inspector to investigate this house
for code violations. The City of Salem with its
rich and exciting history and emerging tourist
industry can ill afford to have absentee landlords
insult the integrity of its neighborhoods.
Many thanks for your help in this matter. I will
continue to work with the City and my neighbors to
see this situation resolved.
