Sirs:
As a result of notice received concerning the Board ofAppeal
hearing for the above listed name and address, the Salem Fire
Department, requests the following items to be placed on record.
1. This request for a special permit to convert a`building, currently .
being used as a mixed occupancy, (Assembly and Mercantile) ;
presents an unusual request.
2 . The apparent current uses are declining,g, presenting a potential
vacancy condition, tihich in our opinion may constitute a
distinct hardship or, the oirmers.
3 . A vacant structure also- presents a serious fire hazard to the
area, and therefore suggests consideration be. made .to provide
a better and more, appropriate use; ':•
4. Itis however noted that parking cannot be provided under
provisions ef -:current zoning ordinance, but no alternative
appears available; and the elemination of the current assembly
use_, would actually reduce traffic . conditions affecting access
by the fire .department to the area:
5 . The' applicant ;has contacted this office, and fully unders.:an �d _
the' needs for fire alarm devices to-..
be provided .
5. Under the hardship created, it appears that the bestuse ;of t'ne

due to the already crowded parking conditions and congested
