Dear Mr. Xu,
In response to complaints received, David Greenbaum, Senior Sanitarian for the Salem Board of
Health, inspected conditions at your property located at 30 Leach Street in the City of Salem on
June 29, 2015.
Observed at that time were: large piles of restaurant equipment, including refrigerators, ovens,
fryolators and other miscellaneous equipment. Additionally, there are pieces of awnings and
other restaurant supplies creating an unlicensed land fill or transfer station. This inspection and
violations noted are in accordance with the following regulations and codes.
Health Mass General Law C. 111, s 122 & s 123, fine up to $1000 per day
Mass General Law C. 111, S 150A and 310 CMR 16.06, fine or penalty up to
$25,000 per day and/or imprisonment up to two years in the House of
Correction.
The Board of Health finds that these conditions constitute a public health nuisance.
Therefore, you are ordered to properly remove all restaurant equipment, awnings and any
other equipment from your restaurants that does not belong on residential property from
your property at 30 Leach Street to an appropriate storage facility or to a licensed waste
facility and provide documentation to the Board of Health of such. The above violations
must be abated within one week of receipt of this order.
Should you be aggrieved by this Order, you have the right to request a hearing before the Board
of Health. A request for such a hearing must be received in writing in this office of the Board of
Health within seven (7)days of receipt of this Order. At said hearing, you will be given the
opportunity to be heard and to present witness and documentary evidence as to why this Order
should be modified or withdrawn. You may be represented by an attorney. Please also be
informed that you have the right to inspect and obtain copies of all relevant inspection or
investigation reports, orders, and other documentary information in the possession of this Board,
and that any adverse party has the right to be present at the hearing.

Re:30 Leach Street Violation
Dear Mr.Xiang,
This Department has received and confirmed a complaint regarding a new parking spot being used at your
property. The area in question is at the front steps and in fact impedes the exit path of the building.This is a
Building Code violation per Mass State Building Code 780 CMR section 10(exits).
Additionally,parking in the front yard setback in all residential districts is prohibited by Salem Zoning.
You are directed to stop using this area for parking immediately. If you feel you are aggrieved by this Building
Code interpretation,your appeal is to the Board of Buildings,Regulations and Standards in Boston. If you feel
you are aggrieved by the Zoning interpretation,your Appeal is to the Salem Zoning Board of appeals. Failure to
stop parking in this area will result in both Municipal Code tickets and zoning tickets as well as further
enforcement actions if required. If you have any questions,please call me directly.
