Special Permit Application Application is being submitted for a Special Permit under Section 3.3.3 of the Zoning Ordinance for the following reasons: I am proposing to finish the existing partially-finished, heated attic in order to add a bedroom and second full bathroom. In order to access the attic, I would like to add a shed-style dormer above the staircase on the southern side of the house to allow increased headroom above the stairs and to allow space for a bathroom. The current ceiling above the stairs is too low and requires you to bend down at the top of the stairs to get into the attic space. I would also like to add two gable-style dormers on the northern side in order to add light and headroom. No changes will be made to the footprint of the house. The current structure is non-conforming in that it does not conform to Section 4.1.1 Table of Dimensional Requirements of the Zoning Ordinance as follows: Table of Dimensional Requirements for District R3 Requirement Current > Proposed Min. Lot Area (sq. 25,000 3,700 No change feet) Min. Lot Frontage 100 31 No change (feet) Min. Lot Width (feet) 100 31 No change Max. Lot Coverage by 35 Not calculated No change Buildings (percent) Min. Depth of Front 15 0 No change Yard (feet) Min. Width of Side 20 <20 No change Yard (feet) Min. Depth of Rear 30 531 No change Yard (feet) Max. Height of 45 31 No change Building (feet) Max Height of 3.5 2.5 3.0 Buildings (stories) The proposed change is not substantially more detrimental than the existing nonconforming structure to the neighborhood in that it does not increase the existing nonconformity and the proposed structure will only increase the number of stories from 2.5 to 3.0 where 3.5 are allowed. Further, in terms of the Special Permit Criteria under Section 9.4 of the Zoning Ordinance: a) Social, economic, or community needs served by the proposal. There is no adverse impact on social, economic, or community needs. The proposed changes will improve a single family home built in 1870 in a style characteristic of the neighborhood and allow the home to remain a family home. b) Traffic flow and safety, including parking and loading. There is no impact on traffic flow or safety. The existing property has off-street parking consisting of a driveway and two-car garage which is unusual in the neighborhood where most parking is on the street. c) Adequacy of utilities and other public services. There is no impact on utilities or other public services. The home was recently upgraded to 100 amp electric service and new interior plumbing. d) Impacts on the natural environment, including drainage. There is no impact on the natural environment, including drainage, in that the linear surface area of the roof will not increase and there will be no change to drainage. e) Neighborhood character. The addition of the dormers is consistent with the character of other homes in the neighborhood. As shown in the attached property cards, the following properties on Howard Street abutting the subject property are three or more stories: (1). 8 Howard Street, 3 family, 3 stories, (2) 10 Howard Street, 3.5 stories, 15 units, (3) 2 Howard Street, 3 stories, 11 units, (4) 3 Howard Street, 3 stories, 3 units, (5) 16 Howard Street, 3 stories, 2 units, (6) 18 Howard Street, 3 stories, 2 units, (7) 22 Howard Street, 3 stories, 2 units. f) Potential fiscal impact, including impact on City tax base and employment. The addition of a bedroom and full bathroom will contribute to the value of the house and the City tax base. MORTORGE PLOT Pbg1V S.E.C. & ASSOCIATES, LLC 138 NEWTON RD.
