The Special Permit requested can be granted without substantial detriment to the public good and without nullifying or substantially derogating from the intent of the district or the purpose of the Ordinance. 2. The Commission has enclosed building survey forms for 152 Bay View Avenue and 10 Dearborn Street. 152 Bayview Avenue was built between 1876 and 1897 . It is considered a contributing property of the proposed Salem Willows Historic District which has been nominated for inclusion on the National Register of Historic Places . 10 Dearborn Street was built circa 1810 and is one of Dearborn Street' s earliest dwellings . While the Commission takes no position on either petition, we are hopeful that any alterations or new construction approved will be sympathetic to the historic architecture of the buildings and their neighborhoods . In this regard, we would be pleased to offer design review, should the Board of Appeal request such services . The property located at 117 Derby Street is located within the Derby Street Historic District and any work proposed will require approval from the Salem Historical Commission.
