DECISION ON THE PETITION OF JOSEPH SKOMURSKI REQUESTING A SPECIAL
PERMIT FOR THE PROPERTY LOCATED AT 156 BRIDGE STREET (R2/I)
A hearing on this petition was held April 15,1998 with the following
Board Members were present: Nina Cohen, Albert Hill, Richard Dionne
and Paul Valaskagis . Notice of the hearing was sent to abutters and
others and notices of the hearing were properly published in the
Salem Evening News in accordance with Massachusetts General Laws
Chapter 40A.
At the request of the petitioner's Attorney, Stephen Lovely, the
Salem Board of Appeal voted 4-0, to grant leave to withdraw this
petition without prejudice for a Special Permit to convert a two
family dwelling into a three family dwelling for the property located
at 156 Bridge Street. Granted leave to withdraw without prejudice .

I am writing as regards the petition of Joseph Skomurski requesting a special
permit/variance to convert a two family dwelling into a three family dwelling for the
property located at 156 Bridge Street.
I would like to request that this special permit/variance to increase density at this address
not be granted. The City of Salem has allocated over a quarter of a million dollars for
improvements in this area to be spent over the next two years. We are trying to reclaim
these neighborhoods after years of neglect, encouraging home ownership and
improvement through low interest loans and the painting assistance program. Monies
have been spent this past construction season for the renovation of Gonyea Park and the
continuation of the bicycle/pedestrian pathway along the Webb Street corridor that this
past month was continued to Cross Street. The continuation of the By-Pass Road project
and further improvements to this area provided for by the Bridge Street Revitalization
Project offer future promise to the neighborhoods bordering Bridge Street.
This area of the city has fallen victim time and time again to out-of-town absentee
landlords. To allow past mistakes to continue after so much work has been done would
run counter to the city's enormous investment of time, energy and precious tax dollars.
Due to a previous commitment tonight I am unable to attend the Board of Appeals
meeting. Thank you for allowing this letter to become part of the record of tonight's
proceedings.

Mr. Barrett,
I would like to take this opportunity to express my opposition to the above subject which will be
addressed during the zoning meeting held tonight,January 21, 1998. It is my understanding that if the
zoning board votes in favor of Mr. Skomurski's request,the property located at 156 Bridge Street will
be zoned as a legal 3 family dwelling. My home is located at 23 Oliver Street (on the corner of
Oliver and Bridge streets) less than '/,block from 156 Bridge Street. My wife and I purchased our
home in February, 1994. The following summarizes my observations of this rental property over the
past 3 1/2 years.
This property remains in a constant state of disrepair, There is little, if any,pride of ownership
shown by Mr. Skomurski in the outside appearance of this property. Examples include peeling
paint, missing boards and missing facia boards. Also, this property has been in dire need of painting
and other exterior maintenance/repairs since at least February, 1994. I have never witnessed any
attempts by anyone to address these issues.
1t should also be stated that 156 Bridge Street is a non owner occupied piece of investment
property,,its' outside physical appearance alone, speaks to the argument that non owner occupied
properties are, for the most part,not kept up as well as owner occupied properties. i see little evidence
that Mr, Skomurski will make any increased effort to improve this property if his request is granted.
Approving this property as a multi family dwelling would also go against the spirit of what the
city of Salem is now trying to accomplish with Bridge Street and the soon to be completed by-
pass road. As you know the city of Salem has received and disbursed funds to"clean up"Bridge
Street in order to make it a more desirable residential area now that a significant percentage of traffic
will no longer be traveling on it, Allowing properties to be zoned as multi family will only continue to
depreciate the value of properties already on Bridge Street and hurt the efforts already underway to
improve Bridge Street.
Once again, I am opposed to the granting of Mr. Skomurski's request to making this property a legal 3
family dwelling.

Members of the Board of Appeals:
The Salem Common Neighborhood Association is opposed to
increasing the number of units at 156 Bridge Street. Bridge Street is
already a busy and congested street. Granting a permit to change
this property from a two to a three family dwelling would contribute
to the congestion. Those who already reside in this neighborhood
would not benefit from an increase in the number of families and
cars.
We support programs enacted by the city to improve conditions for
Salem residents and homeowners, such as the Bridge Street
Revitalization Project. The Salem Common Neighborhood Association
is generally in opposition to increasing the number of units in the
dwellings which surround the Common as the increased density has a
negative impact on the quality of life. Granting such a variance to an
absentee landlord would not be in the interest of the residents of our
neighborhood.

Due to a complaint received by the Neighborhood Improvement Hot Line, I
conducted an inspection and found the following violations:
1. Roof molding at front of building rotted out and birds are nesting.
2. Gutters missing on front and rear.
3. House needs maintenance by means of paint of exterior.
4. Smoke detectors are required in hallway__
5. It appears to this inspector that there are three apartments at this
address, my records indicate this property as a legal two family
dwelling.
6. Please—ca-1-1 so an inspection can be conducted of the interior, to
determine how many units exist.
Please notify this department within fifteen (15) days upon receipt of
this letter, to inform us as to what course of action you will take to rectify

NATIONAL REGISTER CRITERIA STATEMENT (if applicable)
ARCHITECTURAL SIGNIFICANCE Describe important architectural features and evaluate in terms of
other buildings within the community.
17 Canal Street is a flat-roofed , brick industrial building ,
two stories high, nine bays by three bays . The building is
situated on a bend in the road and is angled with the road . Each
bay contains a band of three 8/8 windows , and is delineated by
brick piers with corbelled caps . A one-story section projects to
the front and contains several entries . The Canal Street elevation
to the south , after the bend in the road , has wooden panels below
windows . The cornice is corbelled . The foundation is cement .
HISTORICAL SIGNIFICANCE Explain the role owners played in local or state history and how the
building relates to the development of the community.
17 Canal Street , the Eagle Iron Foundry , was built after the
fire on June 25 , 1914 , to replace the previous foundry that had
burned in the fire . The Eagle Iron Foundry was established at this
site between 1874 and 1897 , and was owned by Alonzo Smith, who also
owned the Smith Iron Foundry in Lynn . Rebuilding was completed by
1915 , according to the street directories .

ARCHITECTURAL SIGNIFICANCE Describe important architectural features and evaluate in terms of
other buildings within the community.
42 Bay View Avenue is a vernacular Stick Style house of two
stories with a front gable . The porch wraps from the front halfway
down both sides of the house , and has stick brackets at the cornice
and crossed balustrade . On the southeast side of the house the
porch meets a one-story ell containing main entry flanked by 3/4
sidelights . Fenestration is irregular; windows contain 2/2 sash .
The gable end contains patterned shingles .
HISTORICAL SIGNIFICANCE Explain the role owners played in local or state history and how the
building relates to the development of the community.
This house is typical of Salem Willows ' resort architecture of
the late 19th century . Rosella and Sarah Rolfe purchased part of
lot 106 and all of lot 107 from N. Augusta Gardner in 1896 . Sarah
alone then bought lot 108 as well from developer , Daniel Gardner .
The 1897 and 1911 atlases show Sarah Rolfe as the owner . The 1911
directory lists John Rolfe as the occupant , and gives his
occupation as paper stock .

ARCHITECTURAL SIGNIFICANCE Describe important architectural features and evaluate in terms of
other buildings within the community.
This house is a good vernacular example of Salem's Italianate housing stock. The
five-bay symmetrically arranged gable roofed form is a continuation from the Federal
period with a steeper roof pitch and different details. Ornament inlcudes the
elaborately consoled doorhood with its dentils and paired brackets repeated again
in the cornice. Other features are the doorway sidelights and transom, the brick
founcation faced in the front with granite, the dentils in the gable ends, and the
two interior chimneys.
HISTORICAL SIGNIFICANCE Explain the role owners played in local or state history and how the
building relates to the development of the community.
One of Salem's earliest streets, Bridge Street was known as Ferry Lane until
the late 17003, having been the road to the ferry to Beverly. As late as 1820
the street ran west only as far as Mall Street beyond which the North River
came over the present street. The section of Bridge Street between Winter and
St. Peter Streets is land filled after 1820. 156 Bridge Street does not appear
on the 1851 Salem Atlas, but in 1874 was owned by Mrs. S.B. Dean.
