Dear Madame Chair and Fellow Board Members,
I would like to go on record as being opposed to the request for a variance for a change
of use for the property located at 40 Boston Street, which is zoned R-2. The petitioners
are requesting a variance so that they are able to open a check cashing operation on the
border of the McIntire Historic Neighborhood. This business will in no way improve that
neighborhood or offer needed services to the residents that live there. Also of note is the
lack of any parking in the area.
Check-cashing operations by and largedrvice a transient population--this densely
settled neighborhood is not the area for such a business endeavor as the one proposed.
Salem has a number of fine banks and lending institutions and I suggest that this
population deal with those establishments.
An application for a variance needs to demonstrate that--and here I quote from the
Salem zoning ordinance: "Literal enforcement of the provisions of this(zoning)
ordinance would involve substantial hardship, financial or otherwise to the appellant; and
desirable relief may be granted without substantial detriment to the public good and
without nullifying or substantially derogating from the intent of the district or the
purposes of this ordinance." I believe that this business would substantially derogate this
section of the city and the neighborhood in particular.

I would like to go on record as being in strong opposition to a check store at the corner of Boston and
Federal Street.
This type of establishment is extremely inappropriate for our city, in addition to the fact that this
business would be placed in the center of a residential neighborhood.
I also believe very strongly that this type of business draws an element to our city that I believe should
not be received favorably by this Board of Appeal, or any other responsible segment of City
Government.
