DECISION ON THE PETITION OF LUCILLE E. MIASKIEWCZ REQUESTING
A VARIANCE FOR THE PROPERTY LOCATED AT 27 BELLEAU ROAD (R-1)
A hearing on this petition was held October 18, 1995 with the
following Board Members were present: Stephen Touchette, Chairman,
Gary Barrett, Nina Cohen, Albert Hill and Associate Member Arthur
Labrecque. Notice of the hearing was sent to abutters and others
and notices of the hearing were properly published in the Salem
Evening News in accordance with Massachusetts General Laws Chapter
4A.
At the request of the petitioner, Lucille E. Xiaskiewc, the Board of
Appeal voted unanimously, 5-0 to grant leave to withdraw this
petition for a Variance to enlarge non conforming structure to add
second story for the property located at 27 Belleau Road. Granted
leave to withdraw without prejudice.

I am writing this letter on behalf of Joan Quinlan and at her request. Mrs.
Quinlan has been a patient of mine for several years for Depression secondary
to a disabling medical condition of her thyroid. Most recently she has gone through
an extremely difficult divorce—part of which involved the sale of her home.
Currently she is unable to live alone, and is fortunate enough to have her
mother able to live with her' However,in order to have reasonable living space
that would also accomodate Mrs. Quinlan's furniture and possessions it makes
financial sense for her and her mother to remodel her mother's home. Mrs. Quinlan
is currently receiving Social Security Disability and has limited financial resources
which precludes considering other types of living arrangements.

Joan Quinlan is under my care for depression and anxiety.
Her other medical problem includes hypothyroidism.
Because of the above problems, she needs supervision and
needs to live with someone because she is unable to live
independently.
