MINUTES - Special - 12/5/2006 (002) 682 DECEMBER 5, 2006 SPECIAL MEETING OF THE CITY COUNCIL A Special Meeting of the City Council was held in the Council Chamber on Tuesday, December 5, 2006 at 7.35 P.M. for the purpose of taking action on the Tax Rate and related matters. Notice of this meeting was posted on November 30, 2006 at 5.37 P.M. and advertised in the Salem News on November 28 and December 4, 2006. All Councillors were present. Council President Jean Pelletier presided. Councillor Veno moved to dispense with the reading of the record of the previous meeting. It was so voted. #836 — DETERMINATION OF THE PERCENTAGES OF TOTAL TAXES FOR THE FOUR CLASSESS OF PROPERTY Councillor O'Leary introduced the following Order, which was not adopted by a roll call vote of 4 yeas, 7 nays, 0 absent. Councillors Blair, O'Keefe, O'Leary and Sargent were recorded as voting in the affirmative. Councillors Corchado, Furey, Lovely, Prevey, Sosnowski, Veno and Pelletier were recorded as voting in the negative. ORDERED: That the City of Salem adopt a Residential Factor of 85.8925% (1.70) for Fiscal Year 2007. Councillor Veno moved immediate reconsideration in the hopes it would not prevail. Reconsideration was denied. Councillor O'Leary moved to adopt a residential factor of 86.2469% (1.68), which was not adopted by a roll call vote of 4 yeas, 7 nays, 0 absent. Councillors Blair, O'Keefe, O'Leary and Sargent were recorded as voting in the affirmative. Councillors Corchado, Furey, Lovely, Prevey, Sosnowski, Veno and Pelletier were recorded as voting in the negative. Councillor Veno moved immediate reconsideration in the hopes it would not prevail. Reconsideration was denied. Councillor Corchado moved to adopt a residential factor of 86.6030% (1.66) for Fiscal Year 2007 which was not adopted by a roll call vote of 5 yeas, 6 nays, 0 absent. Councillors Blair, Corchado, O'Keefe, O'Leary and Sargent were recorded as voting in the affirmative. Councillors Furey, Lovely, Prevey, Sosnowski, Veno and Pelletier were recorded as voting in the negative. DECEMBER 5, 2006 683 SPECIAL MEETING OF THE CITY COUNCIL Councillor Veno moved to adopt a residential factor of 86.7817% (1.65), which was adopted by a roll call vote of 6 yeas, 5 nays, 0 absent. Councillors Furey, Lovely, Prevey, Sosnowski, Veno and Pelletier were recorded as voting in the affirmative. Councillors Blair, Corchado, O'Keefe, O'Leary and Sargent were recorded as voting in the negative. Adopted as amended as follows: ORDERED: That the City of Salem adopt a Residential Factor of 86.7817% (1.65) for Fiscal Year 2007. Councillor Veno moved immediate reconsideration in the hopes it would not prevail. Reconsideration was denied. #837 — OPEN SPACE EXEMPTION Councillor O'Leary introduced the following Order, which was adopted by a unanimous roll call vote of 11 yeas, 0 nays, 0 absent. ORDERED: That the City of Salem NOT adopt an Open Space Exemption for fiscal year 2007. Councillor O'Leary moved immediate reconsideration in the hopes it would not prevail. Reconsideration was denied. #838 — RESIDENTIAL EXEMPTION Councillor O'Leary introduced the following Order, which was adopted by a unanimous roll call vote of 11 yeas, 0 nays, 0 absent. ORDERED: That the City of Salem NOT adopt a Residential Exemption for fiscal year 2007. Councillor O'Leary moved immediate reconsideration in the hopes it would not prevail. Reconsideration was denied. 684 DECEMBER 5, 2006 SPECIAL MEETING OF THE CITY COUNCIL #839 — SMALL COMMERCIAL EXEMPTION Councillor O'Leary introduced the following Order, which was adopted by a unanimous roll call vote of 11 yeas, 0 nays, 0 absent. ORDERED: That the City of Salem NOT adopt a Small Commercial Exemption for fiscal year 2007. Councillor O'Leary moved immediate reconsideration in the hopes it would not prevail.
