Lebourveau Manager of Environmental Affairs JWL:ch Enclosure EVALUATION OF PARTICULATE FALLOUT February 12--September 29, 1974 Salem Harbor Station New England Power Company November 4, 1974 New England Power Service Company Westboro, Massachusetts I INTRODUCTION The current particulate monitoring program in the vicinity of the Salem Harbor Station was implemented on February 12, 1974, and has continued to date. Prior to this period, GCA Corporation conducted a similar investigation for the dates May 29, 1972, through June 1, 1973. The emphasis of this report will be the analysis of the data from February 16 through August 15, 1974, with particular attention paid to the effect of the station on particulate and acid fallout, the differences in fallout of coal and oil-fired periods, the causes of large amounts of allout, and comparisons of the Salem Harbor Station results with a similar program being conducted at New England Power Company's Brayton Point Station. Thirteen sampling stations are currently being used; their locations are shown in Figure 1. These stations completely surround the plant at distances varying from .6 to 3 miles, thus establishing a nearly complete network of monitoring devices in the Salem Harbor vicinity. Each day, at each station, a 12 inch by 12 inch wooden plaque is attached to a shelf bracket on a utility pole. The bracket is located at least eight feet off the ground and has mounted on it a three inch by five inch white index card, a three inch by five inch adhesive label with sticky side up, and a nine centimeter diameter Number Four Watman filter disc treated with universal .pH indicator. After approximately 24 hours of exposure, the plaque is removed and a new one installed in its place. Particles are counted under a six power optical comparator. For the dry and the adhesive surfaces only, particles larger than .2 millimeter (200 microns) are counted on 5 randomly chosen fields per card. Exit stack gas temperature are recorded every three hours for Units No. 1, 2 and 3, and every hour for Unit No. 4. Dew point has been measured since June 15, 1974, and ambient air temperature is continuously monitored. Soot blowing and precipitator malfunction times have been found by reading the four units' logbooks. Thus, many of the factors which may be connected with sootfall are available for examination. The major difficulty experienced in the operation of the monitoring program is the tendency of the treated filter papers to wash out with pre- cipitation. Thus, results for many days are missing and no information concerning the particulate fallout,is available. At two separate intervals, it was impossible to conduct the program for seven days. ANALYSIS OF PARTICULATE DATA The monitoring system being employed uses techniques which are useful in the sense that they define periods of time when operating factors and weather conditions should be studied closely. The acid spot technique (using chemically treated paper) makes no allowance for the size of the particle which caused the chemical indication. In many cases, the initiating particle is lost by wind or rain action. The count of particles on the sticky surface or dry surface gives no indication of chemical composition and is restricted to the larger particles (over 0.2 mm. diameter) . This collection includes fugitive dust from all sources. Based on data from February 12 to Sept.29, cumulative incidence graphs have been constructed. These show separately the period of coal burning on Units No. 1, 2 and 3 (Figure 2) and the period of oil burning on Units No. 1, 2 and 3 (Figure 3) . The expectation was that it would collect particles of a sticky nature, and the counting could be compared with the count on the sticky surface. In practice, the counts on the dry card have been so low that they have little statistical value. The dry card is subject to loss of particles as a result of rain, snow or high winds which introduce errors of undetermined size. As a result, the use of the dry sampler will be discontinued in the future. This classification scheme can be useful in several respects. It is evident that the most severe incidents occur on less than 25% of the days counted (adhesive surfaces) and on less than 3% of the days counted (chemically treated surfaces) . Analysis of plant records indicates that many (but not all) of these events resulted from plant equipment breakdowns. Under these con- ditions, the operators work to end the event as quickly and safely as possible, - 5 - but little control may be available over the amount of material released. As a result, the efforts for improvement are concentrated on reducing the frequency of these Class "E" events. In the Class B, C and D events, the Station may be contributing chronic low level emissions. These can be aggravated by weather conditions . Control emphasis for these events is to reduce the amount of material being released. INTERPRETATION OF DATA Counts on adhesive surfaces are shown on a month-by-month basis on Figure 4. Preliminary data for the oil burning period shows a substantial increase in percent of days with low particle counts. The high incidence of Class E days in April can be correlated with the startup of Unit No. 3. Counts on-chemically treated surfaces are shown on a month-by-month basis on Figure S. Counts throughout the report period were generally less than 40 per day on the 13 station network with the exception of two days in June. These exceptions were: June 11 -- 184 count June 28 -- 172 count JUNE 11, 1974 Wind conditions from noon June 10' to noon June 11 were 7 to 15 miles per hour north, northeast and northwest. Air temperature was high, reaching 930 at 3 p.m. on the 10th, then down to 54° at 7 a.m. on the 11th'. We are about to enter into an Agreement with Pyburn Con- struction Company of Peabody which will grant him a license to enter upon this land for the purpose of dumping fill. The Agreement requires that Mr. Pyburn provide a cover of at least one foot of gravel over the area to be filled. Pyburn Construction Company, on the other hand, has a contract with New England Power Company to haul away fly ash as a result of the power company using coal for fuel. Mr. Pyburn is in the process of getting necessary state approval, in particular with the Division of Water Pollution Control, and it is my understanding that he will also need approval from the Salem Department of Health. I would, therefore, greatly appreciate receiving a letter from you which in essence would grant us the right to dump fill subject to h a roval of the appropriate state authorities. It is, nderstood that your approval would be granted on the condition that the dumping operation would not create a nuisance to any abutting land owners.
