MINUTES - Emergency - 9/16/2004 566 CITY OF SALEM SEPTEMBER 16, 2004 EMERGENCY MEETING OF THE CITY COUNCIL An Emergency Meeting of the City Council was held in the Council Chamber on Thursday, September 16, 2004 at 6.00 P.M. for the purpose of a declaration of emergency, for necessary repairs to a sewer line on Andrew Street. Notice of this meeting was posted on September 16, 2004 at 4.11 P.M. Councillors Corchado and O'Keefe were recorded as absent. Council President Leonard F. O'Leary presided. Councillor Sosnowski moved to confirm the declaration of emergency for necessary repair to the sewer line on Andrew Street to insure the health, safety and welfare of the citizens of Salem. It was confirmed by roll call vote of 9 yeas, 0 nays, 2 absent. Councillors Bencal, Furey, Harvey, Lovely, Pelletier, Sargent, Sosnowski, Veno and O'Leary were recorded as voting in the affirmative. Councillors Corchado and O'Keefe were recorded as absent. Councillor Sosnowski requested and received unanimous consent to suspend the rules to allow Joe Nerden, Assistant City Engineer to speak. Mr. Nerden stated that the pipe repair is out of the realm of City people to repair. We need a contractor to fix the sewer line. Councillor O'Leary asked don't we need three (3) bids for the job of contractor? Mr. Bruce Guy, Finance Director stated we have a contractor from a previous bid. Mr. Nerden stated consultant gave a ball park figure of low would be $330,000.00 or high $440,000.00. Councillor O'Leary asked the Finance Director where the money was coming from. Mr. Guy, stated it will come from the Sewer Enterprise Fund. Councillor Pelletier stated that there were 3 phone calls for bids, Granese is more than qualified. Councillor Sargent asked how much do we need to call Gas Company and other Companies who have something in the street. CITY OF SALEM 567 SEPTEMBER 16, 2004 EMERGENCY MEETING OF THE CITY COUNCIL Councillor Pelletier asked how far do we have to go? Is the street all torn up? Councillor Sosnowski asked if there are any complaints regarding the water service in the area? Councillor Bencal stated that the emergency appropriation is for this situation, if we expand the work it will inflate the cost. Councillor Lovely asked where is raw sewerage going now? Mr. Nerden stated there is a temporary pipe. Councillor Harvey asked how many people are without service? Mr. Nerden stated everyone has service. Councillor Harvey asked how did you find this break? Mr. Nerden stated that a dimple was noticed in the street. Councillor Sosnowski asked if patches in the street are more expensive than repaving. Councillor O'Leary asked when the project would start. Mr Nerden stated it would start Monday. Councillor O'Leary stated it should start now. Councillor Pelletier stated that we would save money if it starts Monday due to overtime on the weekend. Councillor O'Leary asked Councillor Pelletier what if line breaks? What kind of patch? Mr. Thibodeau stated the pipe is pvc pipe. Councillor Pelletier agreed with Councillor O'Leary temporary pipe is not good. 568 CITY OF SALEM SEPTEMBER 16, 2004 EMERGENCY MEETING OF THE CITY COUNCIL Councillor Sosnowski moved to authorize the Director of Public Services to expend up to $350,000.00 to do the necessary repairs to the sewer line on Andrew Street. Councillor Sosnowski amended that any unspent money go back to the Fund or the Director of Public Services come back before this Council should he require more money. It was so voted. Councillor Bencal amended to state that any unspent funds be put back into Sewer Enterprise Fund. It was so voted. The matter was adopted as amended by roll call vote of 9 yeas, 0 nays, 2 absent. Councillors Bencal, Furey, Harvey, Lovely, Pelletier, Sargent, Sosnowski, Veno and O'Leary were recorded as voting in the affirmative. Councillors Corchado and O'Keefe were recorded as absent. Councillor Harvey moved immediate reconsideration in the hopes it would not prevail. Reconsideration was denied. On the motion of Councillor Harvey, the meeting adjourned at 6.25 P.M.
