SPECIAL ORGANIZATIONAL MEETING OF THE CITY COUNCIL
A Special Meeting of the City Council was held in the Council Chamber on
Monday, January 5, 2004 at 10.00 A.M. for the purpose of organizing city government
for the year 2004. Notice of this meeting was posted on December 26, 2003 at 9.49
a.m.
All Councillors were present.
City Clerk Deborah E. Burkinshaw called the meeting to order, and Councillor
Leonard F. O'Leary, Senior Member, assumed the Chair.
Acting President O'Leary called upon Councillors Pelletier and Veno to lead us
in the Pledge of Allegiance.
Senior Member O'Leary called upon City Clerk, Deborah E. Burkinshaw to
administer the oath of office to the members of the City Council.
Acting President O' Leary recognized Councillor Sargent.
#1 - ELECTION OF PRESIDENT
Councillor Sargent introduced the following Order.
Ordered: That the City Council proceed to organize for 2004 by the election of
a president.
Councillor Harvey nominated Councillor O'Leary.
Councillor O'Keefe seconded the nomination.
Councillor Lovely moved that nominations be closed. It was so voted.
Councillor Leonard F. O'Leary was elected President of the City Council for the
year 2004 by a roll call vote of 10 Councillors voting for Councillor O'Leary, 1
Councillor was recorded as "present".
Councillor Harvey moved that the vote be unanimous. It was so voted.
President O'Leary thanked the City Council for electing him President.

#2 - RULES AND REGULATIONS
Councillor Sosnowski introduced the following order, which was adopted.
ORDERED: That the rules and regulations of the City Council for the year 2003
be adopted as the rules and regulations for the year 2004, and that the same be
suspended for this meeting.
#3 - MAYOR ADDRESS COUNCIL
Councillor Corchado introduced the following Order, which was adopted.
ORDERED: That his Honor the Mayor be invited to address the members of
the City Council at this session.
President O'Leary then introduced Mayor Usovicz, who gave his State of the
City Address, and thanked him at the close of his address.
On the motion of Councillor Bencal, the meeting adjourned at 10.45 A.M.
