SPECIAL MEETING OF THE CITY COUNCIL
A Special Meeting of the City Council was held in the Council Chamber on
Tuesday, December 10, 2002 at 6.05 P.M. for the purpose of taking action on
Administration and Finance Committee Reports and Classification. Notice of this
meeting was posted on December 6, 2002 at 2.18 P.M.
All Councillors were present
Council President Regina R. Flynn presided.
Councillor O'Leary moved to dispense with the reading of the record of the
previous meeting. It was so voted.
The matter of Committee Reports was not taken up.
#889 - RESIDENTIAL FACTOR
Councillor O'Leary introduced the following Order.
ORDERED: That the City of Salem adopt a Residential Factor of 81.5226% for
fiscal year 2003.
Councillor Furey moved that the City Council approve a residential factor of
81.7649%.
Councillor O'Leary's motion was defeated by roll call vote of 4 yeas, 5 nays, 2
absent. Councillors O'Keefe, O'Leary, Sargent, and Flynn were recorded as voting in
the affirmative. Councillors Bencal, Chuber, Furey, Harvey, and Lovely were recorded
as voting in the negative. Councillors DeToma and Driscoll were recorded as voting
present'.
Councillor Driscoll moved for reconsideration of the vote. Reconsideration was
adopted by a roll call vote of 9 yeas, 2 nays, 0 absent. Councillors Chuber, DeToma,
Driscoll, Harvey, Lovely, O'Keefe, O'Leary, Sargent, and Flynn were recorded as voting
in the affirmative. Councillors Bencal and Furey were recorded as voting in the
negative.
Councillor O'Leary moved to adopt a residential factor of 81.5226%. The motion
was adopted by roll call vote of 6 yeas, 5 nays, 0 absent. Councillors DeToma, Driscoll,
O'Keefe, O'Leary, Sargent, and Flynn were recorded as voting in the affirmative.
Councillors Bencal, Chuber, Furey, Harvey, and Lovely were recorded as voting in the
negative.

Councillor O'Leary moved for immediate reconsideration in the hopes it would
not prevail. Reconsideration was denied. Councillors Bencal and Furey were recorded
in favor of reconsideration.
#890 - OPEN SPACE EXEMPTION
Councillor Driscoll introduced the following Order, which was adopted by a
unanimous roll call vote of 11 yeas, 0 nays, 0 absent.
Councillor Driscoll moved for immediate reconsideration in the hopes it would not
prevail. Reconsideration was denied.
ORDERED: That the City of Salem NOT adopt an Open Space Exemption for
fiscal year 2003.
#891 - RESIDENTIAL EXEMPTION
Councillor Driscoll introduced the following Order, which was adopted by a
unanimous roll call vote of 11 yeas, 0 nays, 0 absent.
Councillor O'Leary moved for immediate reconsideration in the hopes it would
not prevail. Reconsideration was denied.
ORDERED: That the City of Salem NOT adopt a Residential Exemption for fiscal
year 2003.
#892 - SMALL COMMERCIAL EXEMPTION
Councillor Driscoll introduced the following Order, which was adopted by a
unanimous roll call vote of 11 yeas, 0 nays, 0 absent.
Councillor O'Leary moved for immediate reconsideration in the hopes it would
not prevail. Reconsideration was denied.
ORDERED: That the City of Salem NOT adopt a Small Commercial Exemption
for fiscal year 2003.
