JANUARY 7, 2002
INAUGURATION
A Special Meeting of the City Council was held in the Council Chamber on
Monday, January 7, 2002 at 10.00 A.M. for the purpose of organizing city government
for the year 2002.
All Councillors were present.
City Clerk Deborah E. Burkinshaw called the meeting to order, and Councillor
Leonard F. O'Leary, Senior Member, assumed the Chair.
Acting President O'Leary thanked out-going President Lovely.
Senior Member O'Leary called upon Rabbi Ilana Rosansky and Reverend
Daniel Flaherty for the invocation.
Senior Member O'Leary then called upon Lt. Colonel Michael Usovicz to lead us
in the Pledge of Allegiance.
Senior Member O'Leary called upon City Clerk Deborah E. Burkinshaw to
administer the oath of office to Mayor Stanley J. Usovicz, Jr.
City Clerk Deborah E. Burkinshaw then administered the oath of office to the
members of the City Council.
#1 - ELECTION OF PRESIDENT
Councillor Furey introduced the following Order, which was adopted.
Ordered: That the City Council proceed to organize for 2002 by the election of
a president.
Councillor Lovely nominated Councillor Flynn.
Councillor O'Keefe seconded the nomination.
Councillor Driscoll moved that nominations be closed. It was so voted.
Councillor Regina R. Flynn was elected President of the City Council for the
year 2002 by a roll call vote of 9 votes for Councillor Flynn, 1 vote for Councillor Furey,
and 1 member voting present. Councillors Bencal, Chuber, Driscoll, Furey, Harvey,
Lovely, O'Keefe, O'Leary, and Sargent were recorded as voting in the affirmative.
Councillor DeToma was recorded as voting for Councillor Furey. Councillor Flynn was
recorded as voting present.

Councillor Harvey moved that the vote be made unanimous. It was so voted.
Senior Member O'Leary appointed Councillors O'Keefe and Sargent to escort
newly elected President Flynn to the rostrum.
President Flynn thanked the City Council for electing her President.
#2 - RULES AND REGULATIONS
Councillor Harvey introduced the following order, which was adopted.
ORDERED: That the rules and regulations of the City Council for the year 2001 be
adopted as the rules and regulations for the year 2002, and that the same be
suspended for this meeting.
#3 - POCKET MANUAL
Councillor Chuber introduced the following Order, which was adopted.
ORDERED: That the City Clerk be and hereby is authorized and directed to have
printed a pocket manual for the use of the members of the City Council and City
Officers. Said sum to be charged to the regular appropriation of the City Council.
At this time, President Flynn requested that the City Council retire to the
Mayor's Office, so that the School Committee could organize for the year 2002.
Following the organizational meeting of the School Committee, the City Council
reconvened.
#4 - MAYOR ADDRESS COUNCIL
Councillor DeToma introduced the following Order, which was adopted.
ORDERED: That his Honor the Mayor be invited to address the members of the City
Council at this session.
President Flynn then introduced Mayor Usovicz, who gave his Inaugural
Address. Following the Mayor's inaugural address, President Flynn thanked him for
his extremely informative address.
At this time, President Flynn introduced the Council on Aging Goldentones, who
sang the musical selections "Battle Hymn of the Republic" and "God Bless America".

President Flynn thanked the Goldentones for their musical selections.
President Flynn then called upon Reverend Edward M. Keohan for Benediction.
Following Benediction, President Flynn called upon Councillor Sargent, who
moved that the meeting be adjourned at 11.00 A.M. It was so voted.
