JOINT PUBLIC HEARING WITH PLANNING BOARD
A Continuation of a Joint Public Hearing of the City Council and Planning Board
was held in the Council Chamber on Thursday, October 18, 2001 at 7.00 P.M. for the
purpose of discussing a proposed zoning amendment to consider rezoning
undeveloped land west of Highland Avenue from R-1 to R-C. Notice of this meeting
was posted on October 5, 2002 at 11.46 A.M., and advertised in the Salem Evening
News on October 11, 2001.
Councillors Hayes, Furey, and LaCava were absent.
President Joan B. Lovely presided.
President Lovely called upon Councillor Driscoll to explain the proposed
amendment and the timetable involved. Councillor Driscoll explained the zoning
process, and how the hearings are only a first step. Once the hearings are closed, then
the Planning Board will review the matter, and send a recommendation back to the City
Council. Following the recommendation, the City Council will then decide whether to
enact an amendment to the Zoning Ordinance.
Councillor Harvey questioned the activity going on at the Steadman project, and
asked why this was happening when we are in the middle of a zoning project. He also
stated that once a proposed zoning amendment has been advertised, applications for
permits and projects should not be accepted by the City until the zoning issue has been
finalized. Attorney Keenan responded that this application had been filed prior to
advertising of this hearing
President Lovely recognized the following individuals, who expressed their
opinions and/or concerns with the proposed zoning amendment.
