The following is the result of that review: 1. Railing of third floor deck on front of building- You have acknowledged and agreed to correct the railing which was not built as approved. However, we recently noted that the deck has since been painted without the correction. Paint colors of dentils and downspouts- Without a formal application, the SHC is unable to discuss or vote as to whether the painting changes you made without approval are historically appropriate. Missing posts of new first floor entry deck, right front-It has also been determined that the new first floor entry deck, which was approved to match the upper deck, does not terminate in matching capped posts at the base of the stairs (2 sets of stairs with 3 railings that need to terminate in capped posts), a detail that had been discussed with you at the last Commission meeting you attended. This must also be corrected or an application for an alternative be submitted within 30 days for Commission review. Please note that the Commission worked with you in resolving the unapproved demolition of the rear section of the building. In that spirit of cooperation, we had hoped to see you adjust the lower front porch railing to more appropriately compliment the style of the building. While disappointing that you chose not to rework the railing on the lower deck, it is not subject to further action by the SHC. However, as much as we strive to work with our applicants,the process must still be consistent for all property owners in the historic districts. This is to determine use only and in no way is meant to confirm or deny whether said property is in compliance with all building, plumbing, gas, electric, fire or health codes Siely, Thomas St. Pierre Zoning Enforcement Officer CONSULTING May 8, 1997 ENGINEERS Phyllis Mello 6 Walsh Ave Peabody, MA 01960 Reference: Greenhouse at 254 Lafayette Street Salem, MA Dear Ms. Mello: I have done a general inspection of the Greenhouse at the above referenced location and have the following comments based upon my visit: Present Condition: This structure is a conventional fully glazed greenhouse constructed of sloped and vertical glazing on wood mullions supported by stainless and non-stainless steel girts which are supported by non-stainless steel plated arches which project out of 3 to 4 foot high cast-in- place concrete walls which run all around the perimeter of the structure, interrupted by door openings in each end wall. Most of the original glazing is gone, and several of the wood mullions which seem "punky" and need to either be strengthened with new wood or replaced. The steel girts seem to be in generally good condition except one of these which has been severely lifted by a tree growing within the greenhouse. The tree needs to be removed and the girt strengthened. The steel plate arches have rusted completely over, however, the base metal has retained most of its section as the corrosion does not seem have advanced beyond just a general iron oxide coating. The outer halves of the lower portions of plate arches were cast into the concrete and entrapped humidity has caused these to rust more than the exposed metal above, causing the concrete to split and the walls to spread. If the rust is all removed, the steel properly coated, and the concrete repaired and re-encased around the steel plates, this should provide enough reserve capacity that the plate arches would be able to support the loads for which they were originally designed. The present condition is one of general dis-repair, however, I do not believe that the structure is currently in any imminent danger of collapse, even without the repairs recommended above. With most of the glazing missing, the roof cannot accumulate enough snow to significantly stress the supporting members. As long as all damaged and/or deteriorated elements are repaired, the structure's code acceptability will be "grand fathered" based upon previous performance under Article 34 of the Massachusetts State Building Code, Sixth Edition.
