The Salem Harbor Community Development Corporation, 102 Lafayette Street, Salem, Mass. requests bids for the
rehabilitation and conversion of the second and third floors of 104 Lafayette Street, Salem, Mass., into ten single
room occupancy units. The work involves new bathrooms, new kitchenette units, minor alterations, exterior and
interior repairs,exterior brickwork and repointing, new windows,new single-ply roofing, new carpeting and resilient
flooring, new electrical and fire protection systems, and complete interior painting.
All work must be performed in accordance with the documents prepared by Staley McDermet Associates,Architect,
175 Essex Street, Salem, Mass. 01970, (978)745-4969. Bid documents may be obtained from the office of the
Architect upon request, and are to be returned upon completion of bidding. Bid documents will be available after
November 29,20000.
Bids are due at the office of the Architect by 12:00 Noon, local time,Thursday, December 21,2000. The opening of
the bids and the determination of the successful Bidder will be private. The participating Bidders may attend the
opening. Proposals shall be evaluated on the basis of price, previous experience with similar types of construction
projects, ability to perform the work in a timely manner,proposed schedule, and references. The award of the
contract shall be made on the basis of Competitive Negotiation.
A pre-bid site inspection will be held at the site on Tuesday,December 12,2000,at 4:00 P.M. It is the responsibility
of the Bidder to examine the building and conditions existing at the site prior to submitting a proposal. The Owner,
Architect,and any agents of each or all, are hereby indemnified and held harmless from any responsibility or liability
for any action or inaction by the Bidder,his agents or invitees,relating to the examination of the building and site. If
any bidder cannot meet at this time,contact the Architect to make alternate arrangements.
Contractors must carry Worker's Compensation, Public Liability, and Property Damage insurance. Certificates of
Insurance must be provided before work begins. The Contractor is responsible for all permits and fees.
If requested, Bidders to whom award of a contract is under consideration shall complete a Contractor's Qualification
Statement,which will be supplied by the Architect.
The Owner reserves the right to waive informalities in the bidding or to reject any and all bids.

DIVISION 1 GENERAL REQUIREMENTS
00500 GENERAL
A. Visit and inspect the existing building and conditions prior to submitting a bid for the work. No considera-
tion will be given to any claims for extra compensation which proper and thorough examination of the
building, prior to submitting a bid,would have revealed.
B. Attention is directed to the General Conditions portion of the Agreement(AIA Form Al 07 for construction
projects of limited scope)which are hereby made a part of these Specifications.
C. Obtain all required permits, arrange for all inspections and tests by all authorities, and pay all associated
fees and charges. At conclusion of the work, furnish the Owner with one copy of a Certificate of Inspection
from each authority having jurisdiction.
D. Furnish and install the specified items required to complete the work, as shown on the Drawings and speci-
fied herein to the satisfaction of the Owner and all authorities having jurisdiction. Materials and accessories
that may be required by authorities having jurisdiction or that good construction practice dictates shall be
furnished and installed. Submit any required but unspecified items to Architect for approval. Guarantee all
work for one year. All materials furnished and work performed shall comply with all applicable regula-
tions, standards, codes,and specifications,except as otherwise shown or specified,and unless superseded
by more stringent building code or local requirements,al I as amended and approved to the date of accep-
tance of bids for this project.
E. Products are specified herein by reference to various manufacturers,trade names,or numbers to establish
the product type and quality required. Such specifications are not restricted except as to type and quality.
Similar and equal products by another manufacturer will be considered as a substitute. If the Contractor
wishes to use products of another manufacturer,he shall make his request for such substitutions in writing
to the Architect and receive approval before proceeding.
F. All products and materials shall be installed in strict accordance with these specifications and drawings,
manufacturer's instructions,approved shop drawings,and/or submittals. Any necessity or request for de-
viation from such instructions or approval documents, or any conflicts among them, shall be referred to the
Architect for resolution before installation begins.
G. Deliver all materials tojob site in original packaging with manufacturer's brand name clearly visible. Store
all materials to protect them from the elements, moisture,and extremes of heat and cold. Comply with
manufacturer's recommendations for handling,storage,and protection during installation.

H. Installer must examine the areas in which the materials or products are to be installed, and the conditions,
surfaces,and materials affecting installation. Notify the General Contractor in writing of conditions detri-
mental to the proper and timely completion of the work. Do not proceed with the work until unsatisfactory
conditions,surfaces,and materials have been corrected in a manner acceptable to the Installer. Starting
work in any area shall constitute acceptance of conditions,surfaces, and materials. Defects resulting from
use of such accepted conditions, surfaces,and materials shall be corrected at no additional expense.
I. The building shall be in proper condition to receive the products or materials before installation begins.
Installation shall not begin until all wet work, such as plastering, concrete, and paint work, is complete and
dry. Product or materials shall be installed in a fully enclosed building under standard occupancy condi-
tions(60°F to 857 at not more than 80%R. H.),and within the temperature limits specified by the product
manufacturer.
J. Perform tests at the conclusion of the work on all systems and equipment to demonstrate that all operating
and installation requirements have been met.
01000 SPECIAL CONDITIONS
A. General Contractor shall provide for all rubbish removal.
B. Cutting and patching will be done by the General Contractor.
C. General Contractor shall provide all cleaning and•polishing at complete of project,with the exception of the
cleaning and polishing of the new replacement windows.
D. The two first floor commercial units will continue to be occupied and used during construction. Work
required in these units shall be coordinated with the occupants.
01300 SUBMITTALS AND RECORD DOCUMENTS
A. At the pre-construction meeting,General Contractor is to provide: Certificates of insurance;construction
schedule; schedule of values; building permit; and list of proposed subcontractors.
B. General Contractor shall review and approve submittals before transmitting to Architect.
C. A complete set of up-to-date Contract Documents, with changes marked, shall be kept at the job site, and
delivered to the Owner at completion.
01500 CONSTRUCTION FACILITIES AND TEMPORARY CONTROL PROVIDED BY CONTRACTOR
A. General Contractor shall provide:
1. Temporary telephones(may be cell phones).
2. Temporary toilets. May use existing second or third floor toilets.
3. Temporary protection for exterior openings and finished work.
4. All scaffolding, staging,planking,and hoisting machinery,temporary ramps, ladders,and chutes.
5. Heat will be provided by the existing heating system (and paid for by the Owner)which shall remain
operational during construction. Temporary enclosures shall be provided if necessary to permit con-
struction work to efficiently continue during cold weather.

A. Repaint rear chimney where mortar joints are loose or missing.
B. Repair and repoint front facade. There exist numerous locations where the mortar is loose or missing. All
loose mortar must be removed and replaced. New mortar shall match the existing mortar in color,texture,
and finished tooling style.
DIVISION 6 WOOD& PLASTICS
06000 ROUGH CARPENTRY
A. All new wall framing will be 2x4 metal stud framing.
B. Provide blocking for kitchenette wall cabinets,towel bars,grab bars,and other items as required.
C. Install 3/8" underlayment grade,waterproof glue,plywood under all new sheet vinyl flooring and where
scheduled.
D. Ductwork: Furnish and install 4"diameter ductwork from the Bathroom combination light/exhaust fans
(Dl)to the roof. Terminate in weatherproof goosenecks. Light/exhaust fans(D 1)shall be furnished and
installed by the Electrical Subcontractor.
06200 FINISH CARPENTRY
A. New finish wood for stained and clear finish shall be No. 1 pine or poplar,and new finish wood for painted
finish shall be No.2 pine or poplar.
B. Perform miscellaneous repairs existing woodwork as revealed during pre-bid inspection.
C. Where the hinge side of a door to be abandoned is visible within a unit(as opposed to being concealed be-
hind new construction such as the new bathroom wall) install a flat 2x4 frame again the door and casing and
cover with gypsum board to above door or to ceiling. See also Note A on the architectural drawings.
D. Refer also to the Replacement Window Schedule and the Room Finish Schedule.
DIVISION 7 THERMAL& MOISTURE PROTECTION
07200 INSULATION
A. Install blown-in loose fiberglass insulation(R-30; 10")above the third floor ceiling,which is the floor of
the space between the roof and third floor ceiling. This space is accessible by means of a hatch in the
ceiling of the third floor rear stair.
B. Related work that is not included in this Section is a painted vapor barrier which shall be installed under
Section 09900-Painting.
07500 SINGLE PLY MEMBRANE ROOFING
A. 60 mil EPDM elastomeric sheet roofing over the entire roof, including compatible elastomeric sheet roofing
flashings,fully adhered to approved roofing underlayment deck material and secured at perimeter and all
penetrations. Standard is Manville specification No. SE6A using an SPM-60 EPDM membrane.
I. Protect the building against any leakage,be responsible for any water damage from the time roofing
operations start until completion,and be responsible for,and make good,all damage to the building
resulting from roofing work or operations.
2. Remove all existing roofing materials down to the rough substrate, and legally dispose of all materials
off of the site. Thoroughly clean and prepare surface to receive new underlayment, and new roofing
materials.
3. Roofing underlayment must be compatible with the sheet roofing, and must be approved by the roofing
manufacturer. As a minimum, provide 3/8"exterior grade plywood with exterior glue, compatible with
the sheet roofing and approved by the roofing manufacturer.

4. All roofing system components shall be cemented in place over new roofing underlayment and shall be
spliced using the roofing manufacturer's bonding and lap cements. The membrane shall be attached to
the existing copper gravel stop at the three roof edges,and around penetrations.
5. Perimeter wall flashings and flashing around penetrations shall be the manufacturers approved details,
with the following exceptions:
a. Where membrane roofing abuts front parapet wall and the rear chimney,the membrane roofing or
membrane flashing shall be turned up the vertical face of the wall at least 8",and then covered with
16 oz.copper counter flashing.
07600 FLASHING & SHEET METAL
A. New 16 oz. copper counterflashings including but not limited to front parapet wall,rear chimney,and the
two skylights.
B. Repair the lower edges of the two skylights.
07900 SEALANTS
A. Caulking at exterior joints&exterior door frames.
B. Sealants at windows shall be by the window subcontractor.
DIVISION 8 DOORS&WINDOWS
08210 WOOD DOORS,CASINGS,& FRAMES
A. Existing doors to be abandoned in place shall be concealed with gypsum board. Prior to concealing doors,
verify condition of doors to be re-used and swap doors as required to re-use the best doors. For all doors to
be relocated: Prior to beginning work, label each door by carving the appropriate door number into the top
edge of each door.
B. New doors, frames,casings, and hardware shall be Brosco Pine Split Jambs Units.
C. Doors: 2-panel Fir, Brosco F-82, vertical grain,flat panel, standard grade interior doors, 1-3/8"thick.
Doors shall be completely machined. Sizes as follows:
1. New Bathroom doors:2'-6" wide x 6-8" tall.
2. New closet single doors: T-0" wide x 6-8"tall.
3. New closet double doors: Two,T-0"wide x 6-8"tall.
D. Hinges: 1'/z pair for Single Door Units and 3 pair for Double Door Units. 31/" x 3'/,".

Contractor must verify size.
F. Casing: Applied two sides: Flat,two round corners,clear. No. 8308(11/16"x 3'/z") if available,otherwise
No. 8627(9/16" x 21/2').
G. Lockset/latchset preparation:No preparation unless coordinated by General Contractor.
H. Astragal:No astragal or flush bolts for double doors.
08610 REPLACEMENT WINDOWS
A. Replacement window work includes removal and disposal of existing replacement windows, steel windows,
and wood sash to be replaced,blocking for replacement window installation, if required,furnishing and in-
stalling replacement windows and panning, sealant and backings at windows and panning,and cleaning of
windows.
B. Provide two extra glazed sash and four extra screens for each window size,and two window maintenance
manuals.
C. Provide complete shop drawings,one sample window, complete with type of panning,and manufacturer's
standard color samples.
D. Windows shall conform to all applicable portions of the Architectural Aluminum Manufacturer's Associa-
tion(AAMA)and the American National Standards Institute(ANSI)standards and specifications for the
selected Rating or Grade Designation. ANSI/AAMA 101-93 "Voluntary Specifications for Aluminum and

G. Erection Of Windows
1. All existing windows to be replaced shall be careful removed and disposal of legally. Care shall be
taken to not disturb or damage the existing casings and wood stool caps,or existing plaster casings
(north side). The new windows will be installed to these existing conditions and materials by means of
snap trim and clips. Install blocking required for replacement window installation.
2. All aluminum windows shall be erected by the manufacturer's authorized representative in accordance
with the recommended standards of the manufacturer and accepted standards of the aluminum window
industry. Provide support and any additional blocking required and securely fasten frames. Stuff batt
insulation between existing construction and new window frame,and in shim spaces. Insulation must
extend beyond(to the exterior side of)the window thermal break. All work shall be installed as plumb,
straight,and level as possible, shall be installed square,and in proper elevation, plane, location and
alignment with other work.
3. Install all sealants and backings associated with the windows. In addition to the sealants required during
window fabrication,field assembly, and field installation,this includes the perimeter window joint be-
tween the window assembly and the exterior wall.
4. Adjust frames, sash,counterbalances,and hardware after installation as necessary to ensure smooth and
weather-tight operation.
5. Remove all labels, stains and spots from glass and remove all waste material resulting from this work.
Clean windows and glass. Upon completion and before acceptance of this work,all damaged,broken or
defective glass shall be removed and replaced and any rattling or other imperfections, including lack of
water-tightness shall be corrected at the expense of this Subcontractor.
08710 HARDWARE
A. All hardware on existing doors that are to remain in service shall remain. Replace defective or missing
hardware on re-used doors with hardware salvaged from doors to be concealed.
B. Repair hardware if necessary. Repairs shall be additional cost to contract,but must be authorized in
advance by Architect.
C. All projecting hardware and knobs on existing doors that are to be abandoned in place and covered with
gypsum board shall be removed and left with the door inside the gypsum board.
D. New bathroom doors:

09900 PAINTING
A. Exterior painting includes preparation and finishing of the Rear Stair door,and the existing first floor
windows or window infills that are not replaced with new windows. Paint also the exterior of the front
exterior door.
B. Interior painting includes preparation and finishing of all exposed interior surfaces of the second and third
floors,the front stairs to the first floor door,and the rear stairs down to and including the first floor landing
and door(which is below the exterior door and landing). Also included on the first floor is the vestibule
side of the Front Stair door,areas of the vestibule impacted by the work(installation of intercom,etc.)and
areas of the two storefronts impacted by the work and the installation of the plumbing drains.
1. Note that the existing wood that is stained and finished with a clear finish is not to be re-finished, with

E. Exterior Painting:
I. Protect sidewalks, bricked areas, steps,and other areas from debris and paint spatter.
2. Remove all loose paint by scrapping,hand sanding,and/or sanding with dust collecting sanders(such as
a sander connected to a vacuum). Feather edges. All trim,mouldings,ornamentation,(anything except
flat work) is to be hand sanded only.
3. Remove any unused nails, staples, or other items that should not remain.
4. Prime all bare or new wood with one coat compatible primer(of same manufacturer as finish paint),
tinted to match color of finish. Fill any recessed nail holes or other small holes with glazing compound.
5. Caulk all open vertical joints.
6. All paint is to be oil-based, Benjamin Moore High Gloss House Paint or approved equal. Colors shall
be as selected by Architect.
7. Apply one coat finish on materials to be painted. Spray painting is not allowed.
8. Wire brush,prime, and paint(with rust-inhibitive paint)any exterior metal.

15300 SPRINKLER SYSTEM (FIRE PROTECTION PIPING)

tion will be given to any claims for extra compensation which proper and thorough examination of the
building,prior to submitting a bid,would have revealed.
B. Modify the existing sprinkler systems as shown and as required by the work. Modifications include:
1. The relocation of two heads on the second floor.
2. The relocation of two heads on the third floor.
C. All sprinkler fire protection work shall be in accordance with the current edition of NFPA 13 for all public
spaces,NFPA 13R for all sleeping areas, and all applicable federal, state, and local laws, ordinances, and

regulations. Such codes, laws, ordinances, and regulations are to be considered a part of these

D. The sprinkler installer shall hold a valid and current Sprinkler Contractor License issued by the

E. This subcontractor shall file all required notices and plans, and shall secure and pay for all necessary,
licenses, permits,and certificates for his portion of the work. All required permits and approvals must be
received before beginning work.
15400 PLUMBING
A. General Plumbing Notes
1. Visit and inspect the existing building and conditions prior to submitting a bid for the plumbing work.
No consideration will be given to any claims for extra compensation which proper and thorough
examination of the building,prior to submitting a bid,would have revealed.
2. The Plumbing Subcontractor shall remove and legally dispose of all existing plumbing system materials
(fixtures, piping,etc.)not shown to remain or to be reused.
3. Final plumbing sizing and design is to be completed by the Plumbing Subcontractor. Preliminary
plumbing system designs are shown diagrammatically, and are to be located as shown unless approved
differently. Confirm locations of all proposed work with the Architect prior to beginning work.
4. Furnish and install all labor, materials,and equipment necessary and/or required to provide complete
plumbing systems to the satisfaction of the Architect and Owner and all authorities having jurisdiction.
Special materials,fittings, and accessories that may be required by authorities having jurisdiction or that
good plumbing practice dictates, shall be furnished and installed. Guarantee all work for one year.
5. All work shall comply with all current applicable codes,rules,regulations, and requirements. Obtain all
required permits,arrange for all inspections and tests by all authorities,and pay all associated fees and
charges. At conclusion of the work, furnish the Owner with one copy of a Certificate of Inspection from
each authority having jurisdiction.
6. Perform tests at the conclusion of the work on all systems and equipment to demonstrate that all
operating and installation requirements have been met.
7. Cutting, patching,and painting will be done by the General Contractor. Keep the General Contractor
aware of the need for all such work in order to insure no delay in the progress of the work.
B. Supply piping systems, including new shutoffs and other components as required, shall be copper or bronze,
chrome plated where exposed.
C. Drain,waste,and vent systems:New PVC if allowed by code,except that any new drain and waste piping
from the second floor to the basement shall be cast iron to reduce noise at the first floor. At the basement it
can change to PVC. All drain and waste piping in the basement,and all vent piping may be PVC as
acceptable to code.
D. Provide a new water heater with a capacity adequate for the proposed uses as a replacement for the existing
water heater located in basement. Modify or change existing plumbing as required by code or good
plumbing practices.
E. For plumbing fixtures and other information,refer to the Plumbing Fixture Schedule included at the end of
these specifications.
F. New kitchenette units shall be purchased and installed by the General Contractor. Plumbing subcontractor
shall connect kitchenette sink and single lever faucet that are included with kitchenette,and shall furnish
and install all fittings and piping required to connect sink.
15500 HEATING SYSTEMS

sideration will be given to any claims for extra compensation which proper and thorough examination of
the building,prior to submitting a bid,would have revealed.
2. Furnish and install all labor,materials,and equipment necessary and/or required to provide complete
systems to the satisfaction of the Owner and all authorities having jurisdiction. Guarantee all work in
writing for a period of one year from the date of final acceptance of the work by the Owner.
3. Obtain all required permits, arrange for all inspections and tests by all authorities, and pay all associated
fees and charges. At conclusion of the work, furnish the Owner with one copy of a Certificate of
Inspection from each authority having jurisdiction.
4. All work shall comply with all current applicable codes,rules,regulations, and requirements, including
but not limited to those of the Massachusetts Electrical Code,the Massachusetts State Building Code,
local Electrical and Fire Departments, Massachusetts Electric Company,and the Occupational Safety
and Health Administration(OSHA).
5. Ground the entire electrical system in full compliance with the Massachusetts Electrical code and all
local authorities.
6. All materials shall be new and shall conform to the sections of the following standards in effect at the
time of submittal of a bid for the electrical work: Massachusetts Electrical Code,American Institute of
Electrical Engineers,American Standards Association,National Electrical Association,National Elec-
trical Manufacturers Association,National Fire Protection Association. All materials shall be listed by,
and bear the label of,the Underwriters' Laboratories Inc. where a standard for the type of material has
been established by them.
7. Special materials,fittings, and accessories that may be required by authorities having jurisdiction or that
good electrical practice dictates, shall be furnished and installed.
8. Size new wiring and circuiting as required by applicable codes and good practice. Existing panel loca-
tions may be re-used. Provide new recessed panels and addition circuits and breakers as necessary.
Provide a circuit wiring diagram for the Architect's approval before beginning work.
9. Cutting, patching, and painting will be done by the General Contractor. Keep the General Contractor
aware of the need for all such work in order to insure no delay in the progress of the work.
10.Perform tests at the conclusion of the work on all systems and equipment to demonstrate that all
operating and installation requirements have been met.
11.All receptacles, switches, and their cover plates shall be white, ivory,or brown at the Architect's option.
Colors of all devices must be approved by the Architect before ordering.
12.Mark locations of all electrical apparatus(switches,receptacles, light fixtures, fire alarm apparatus&
detectors,telephone and television connections,etc.,ceiling or wall mounted, interior or exterior)and
receive Architect's approval before beginning installation. All items to be mounted on the ceiling, such
as lighting fixtures,and any other electrical apparatus shall be installed as shown on the reflected ceiling
plan.

New kitchenette units shall be purchased and installed by the General Contractor. Electrical
subcontractor shall connect all electrical components that are included with kitchenette, and shall
furnish and install all materials required to connect components.
Kitchenette Unit's electrical connections:
1. Refrigerator: 115V, 60 cycle AC, with 5 foot grounded type cordset.
2. Electric range: 115V, 60 cycle AC, single phase. Requires direct connection to terminal
box provided with unit.
3. Microwave: 115V, 60 cycle AC, 1.2KW, 10 amps and is plug-in type.
4. Light fixture: Surface-mounted, 15-watt fluorescent fixture with grounding appliance
receptacle. Requires separate electric hook-up through knockout in rear.
