I am unaware of any negotiations, nor does that make any difference to our action. Please keep me posted of action being taken down there"immediately" to rectify the situation. Unrelated, I received a call from a bankruptcy lawyer who represents the Bankruptcy Trustee in the Laine Chase bankruptcy case. They also have a pending action in Bankruptcy Court forcing him to clean up the parcel of land closed (parallel to) Verona Street. Apparently that portion of the lot is still in his name. The bankruptcy trustee is seeking to sell the property and needs it clean to do so. I updated him on the status of our case. Lastly, Mr. Chase informed me that he has a"huge load" of stone coming in early September that will cover a large portion of his front lot. I happened to mention this to Len O'Leary yesterday, and he stated there are specific limits to how much he can have there. Does this fall under density requirements also? Never a dull moment. Our services will consist of the following: 1. Furnish structural drawings and specifications for a temporary system of structural steel restraint to safely secure in-place the building's dislodged parapet and upper-leve( areas of wall brick as necessary to remove the present hazard; 2. Install the above-designed system on all three building elevations. The restraint system will be temporary and will require periodic inspection and maintenance. It is based upon the visual inspection the writer made today with Mr. Strout. The roof parapet is displaced outward off the roof several inches and is tilted markedly out-of- plumb. This occurs all along the Lafayette and Derby street parapet elevations. On all three street elevations, areas of upper-level brick have been forced outward and have neither adequate support or attachment to the building. These conditions are not just visually alarming but show that large sections of parapet or areas of wall brick could fall at any time. This could be triggered by vehicular traffic, heavy rain, ice or other. The scaffolding and timber structure now in place are inadequate to protect against such mass and do not address all the danger areas. We consider these conditions to be an immediate hazard which could result in injury or death. As we discussed, this work was required to remove the existing hazards and make the sidewalk areas safe. As you know, the work addressed field conditions which were not visually-apparent. Item numbers correspond to the attached numbered photos. 1. Parapet removal—About 150' of parapet was found to be so deteriorated that it could not be clamped securely to the building and was therefore removed. The metal flashing at its base was sealed and mechanically fastened, $3,600. 2. Pinning of cast-stone motifs—We found that the motifs had no connectors to the building frame and were in danger of falling. This omission contributed to the former hazardous conditions. We added 98 threaded-rod pins which were epoxy-grouted in holes drilled into the concrete frame behind it, $9,200. 3. Pilaster stabilization—At three areas of the Lafayette St. elevation, physical sounding indicated that the areas were in danger of falling. We secured these areas, $2,400. 4. Corner removal—This area was so badly deteriorated that we removed not only the parapet but the motifs and an area of unsound brick below it. We hired a roofer to waterproof this area, $1,800. 5. Window enclosure& added lintel—We enclosed a window which was in danger of falling and added a temporary lintel below deteriorated and dislodged concrete over an entry, $1,800. 6. Metal cornice—A section of metal cornice was found unsecured and ready to fall. We secured it, $600. Inspector Tom St.Pierre was also present. The lower section of all the reinforced-concrete spandrel beams at the back wall are vgM badly spalled and cracked away from their main section. Many of the fragments likely to break free and fall have weights of 100. lb. to 500. lb. or more. Some of the pieces are remaining in place only because the window frame below them is providing support. Many of the window frames are bowed greatly because of this burden. Any water in the open crack voids will expand upon freezing and the expansive forces will eventually push the spalled pieces free. The area directly below this deterioration is a one-level structure; it is occupied and has a very lightweight type of roof system. The wall condition is an immediate hazard which could result in injury or death. As we discussed,temporary timber lintels with plywood retainer faces could be installed over each of the opening areas. It would be similar to that we installed over the Central St. entry. Access is difficult. The method of sidewalk protection we suggest is similar to the our previous recommendations: pipe staging and planking; same can be used for masonry rehabilitation operations later. Parapet removal—About 150' of parapet was found to be so deteriorated that it could not be clamped securely to the building and was therefore removed. The metal flashing at its base was sealed and mechanically fastened, $3,600. 2. Pinning of cast-stone motifs—We found that the motifs had no connectors to the building frame and were in danger of falling. This omission contributed to the former hazardous conditions. We added 98 threaded-rod pins which were epoxy-grouted in holes drilled into the concrete frame behind it, $9,200. 3. Pilaster stabilization—At three areas of the Lafayette St. elevation, physical sounding indicated that the areas were in danger of falling. We secured these areas, $2,400. 4. Corner removal—This area was so badly deteriorated that we removed not only the parapet but the motifs and an area of unsound brick below it. We hired a roofer to waterproof this area, $1,800. 5. Window enclosure &added lintel—We enclosed a window which was in danger of falling and added a temporary lintel below deteriorated and dislodged concrete over an entry, $1,800. 6. Metal cornice—A section of metal cornice was found unsecured and ready to fall. We secured it, $600. SECTION 103.0 INSTALLATION OF SERVICE EQUIPMENT 103.1 General: When the installation, extension, alteration or repair of an elevator, moving stairway, mechanical equipment, refrigeration, air conditioning or ventilating apparatus, plumbing, gas piping, electric wiring, heating system or any other equipment is specifically controlled by the provisions of this code or the approved rules, it shall be unlawful to use such equipment until a certificate of approval has been issued therefor by the building official or other agency having jurisdiction. All service equipment, means of egress, devices and safeguards which are required by this code in a building or structure, or which were required by a previous statute in a building or structure, when erected, altered or repaired, shall be maintained in good working order. 104.2 Owner responsibility: The owner, as defined in Article 2, shall be responsible for the safe and sanitary maintenance of the building or structure and its exitway facilities at all times, unless otherwise specifically provided in this code.
