The existing building is a one story masonry wall construction building with steel joist and roof deck construction.The existing building area is approx. 1,550 SF building and is fully sprinkled with a fire protection system. The extent of renovation work is limited to finishes and GWB soffit work. The proposed use is limited to an art gallery and installation with a small waiting area and service desk for customers. The tenant will pursue the project in two phases. The first phase will include a built partition wall, limiting the size of the public space to 49 occupants. The second phase will include the installation on a second means of egress, allowing a greater allowable occupancy load for the space. In summary, additional life safety item are required including exit signs, additional emergency lighting, a 1 hr. fire separation between the two retail spaces.The secondary egress will be installed for phase 2. To that end, we have scheduled an appointment for nem Friday, January 17 at my office (70 Washington Street, Suite 318) at 2:00 p.m. to provide the plan to immediately address the safety concerns highlighted in the Rumpf report. In my discussions with Inspector Tremblay and Mr. Rumpf, this should be done with various methods of scaffolding along the Lafayette and Derby sides of this block. If we are not informed of immediate action to make this property safe, we will begin the appropriate steps to shutdown access to the sidewalk along both those streets - the prospect of which is not a pleasant thought but nonetheless warranted under the circumstances. Another issue with this building has also been brought to my attention by Paul Tuttle, the City Electrician. We expect that the permanent rehabilitation of the building's exterior will be a major project (estimated to exceed S300K).The remedial work required should be executed in warmer weather without danger of freezing cementtrlous materials or creating hazardous working conditions for construction personnel Therefore, we recommend the protection of sidewalks of the perimeter until such time that permanent repairs can be safely performed and afforded, All sidewalk areas on Lafayette Street and Derby Street elevations should be either barricaded from pedestrian traffic or protected where circulation, entry, and egress are requiredfor the building's occupants.
