May 2,2003 ®wpN'O �e iGiW(ip TO: Mr.Thomas St.Pierre Building Inspector FROM: Joseph A.O'Keefe, Sr. Councillor Ward 7 SUBJECT: Property at 395 Jefferson Avenue(Ward 5) For the past several weeks I have received complaints from property owners and residents of the even-numbered side of Jefferson Avenue and Preston Road(Ward 7)of the practice of the J.N.Picariello Co.Building Contractors,MARBLEHEAD MA 781-631-0310 parking commercially registered vehicles at night and weekends in front of its dwelling house and allegedly conducting a contracting business from the basement area of this same dwelling house at 395 Jefferson Avenue. You will recall you recently advised me this particular property is zoned residential 1 (R-1). For the past two weekends I have recorded digital images of these commercial vehicles parked on the odd-numbered side of Jefferson Avenue.I also recorded images of the driveway and the storage of ladders,metal staging,and other construction materials in the rear yard. Records at the Salem Assessors office(copy attached)indicate this property is owned by John N& Sandra Picariello of that address.The 2002 Salem Listing of Persons does not indicate either person resides there.The 2002 Verizon phone directory does not list an address for the J.N. Picariello Co.Building Contractors in Marblehead. I believe this company is using this zoned R-1 residential property district for business purposes and parking commercially registered vehicles in excess of 48-hours in violation of the Salem zoning ordinance. Please review this matter and advise me and Ward 5 Councillor Kimberly L.Driscoll of the outcome of your inquiry.
