Mr Thomas Gaetan had purposely stealing or swindling the money from me by giving a dysfunctional parts for the installation of the walking cooler.
Thomas Gaetani is the owner of Grafton Refrigeration of 12 Collette street, South Grafton MA 01560. His phone number 508-277-2240 and email:
tgae508@msn.com. On January 14,20151 have enter into a contract of building a walking cooler so I wrote down a deposit check for$500.00. The
total amount of the walking cooler was ten thousand dollars.When I signed the contract he made me pay$5800.00 and when the delivery of panel I
have to pay$2100.00. Once he got the big chunk of money of$5800.00 that was when he start harassing me for more money for example, he said
I need to pay him more money for the panel because the city requirement of wall thickness is different and 1 have to help for the difference,thus he
made me pay extra for$1059.00. He promise that he would do everything in the building for me by pulling the General contract permit with the city
of Salem. Even though,the General contractor was not in his name but he claim his friend is the partner. From then on, he got all the reason to
keep collecting the money payment by promising to do the work. May 22,2015 He charged$5400.00 for the electrical work and upon signing the
contract of electrical he made me sign a check for$3200 on the same day to buy the materials. He and his people was there for a few hours and
get some materials from HomeDepot and he didn't do any thing until August 10th,2015. Now after this he made me pay for all the parts or labor
cost if I want to finish the job because he said he had not more money to buy or pay his people. Since I was so deep in it i was so desperate to have
the job done and move on so I keep paying what he ask for; not only he took the money from me but he had given me the old and dysfunctional
parts and hang on for the show. I even got a phone call from his ex-employee that Thomas had given me the not working parts that was taken from
the other place and knowing it can not be fixed. He sent it over and took the cash for the part any way. Now it is more one year already and I have
paid him more than$24,000.00 and the work was not finish and the parts that he install was all wrong or disfunction. 1 had two different
refrigerations company come and estimate the job, all of them give the estimate cost of about$9000.00 in order to have it working. I lost all my
saving and stuck with the building that I can not open for business. Please help me to resolve this problem. I don't know if any body can help me at
this point but I just want to do the right thing to report this man crime so that nobody ever go through what i have been through. He had almost
succeed in driving crazy and killing myself but I have a beautiful daughter who keep remind me of the more important thing in life. Every day i woke
up and my dream and goal was robbed by this man because he would said he will send his people to work and i would wait there hours and hours
and no one will show up.The only thing they will show up is when I promised to give more money for whatever excuse he could come up on that
day.As many days went by and i sat there waiting I realizes this man had no moral and ethical responsibility at all. He cheated, he lied and he stole
anyway possible from me. For instance, at one particular time he made me pay for the parts for Johnstone supply for$750.00 said its for my
walking cooler and when three of his employees came they took out through the back door and put in their trunk and the box empty.When I ask
what happen to the parts one of the guys said they put it on the roof. I knew he was lying because not body can reach the top of the roof with a
ladder and they didn't take the ladder outside. I dragged the outside and claimed up there and see nothing on there.Then one of them make a
phone call to Mr Thomas Geatani because I caught them red handed then they change the story that they took the part to be replaced with a
different size. However, the part was never returned and the lied was buried.

My name is Bosolakhana Thach, Bo. You probably remember me come in and out of your office for the past
year trying to have the building open for a cold cut deli and convenient store. Unfortunately, I have run into
a dishonest and unworthy person who had robbed me of my time and my life saving money. Mr Thomas
Gaetani is the owner of Grafton Refrigeration. He claimed that he and his company do pretty much
everything. He got a lot of people working for him and he had partners who had license to do work such as
General Contractor, electric, and plumbing. Bruce A. Matulonis is his partner who had pull the permit for
him. The contractor License number is CS-071477. Since he pulled the general, I have tried to bring in two
different independent license electrician and plumbing but he refuse to work with them. He said it was his
responsibilities that he control the work because it was in his company name. Therefore we decided to let
him do everything. He charged for all the lisoenses to be pulled from the city but we never see them. I
asked him and he would say he already talk to inspectors and when it is done they will come and inspect.
This had been going on over a year now. When he took all the money, he had not come back to finish the
job. Now that I have asked an independent contractor for the walk-in cooler they told me that the
compressor and the evaporator that he install was not working. I terminate the contract with Mr Bruce A.
Matulonis as being my general contractor. I have asked Mr Tim Berry to be my new general contractor. lam
sorry if in any way it was handled very wrongly by Grafton Refrigeration and left me with all the troubles. I
hope you would help me resolve these problems and help me move forward so that I can start open for
business.

Our office received a complaint of un-permitted work at your commercial property located at
280 Jefferson Avenue. The complaint was investigated on Tuesday, December 23, 2014 and your
property was found to be in violation of the Massachusetts Building Code.
This Department has no record of a required building permit regarding the construction work viewed through
the window at your property (Section 105.0 of 780 CMR, the State Building Code). No further work may be
done until such time as the order is lifted. Any person who shall continue any work in or about the building or
structure after having been served with a Stop Work Order, except such work as that person is directed to
perform. To remove a violation or unsafe condition, shall be liable to a fine of not more than $100 or by
imprisonment for not more than one year, or both for each violation; with each day constituting a separate
violation.
As discussed over the phone a Registered Massachusetts Architect's stamped drawing is required
for any construction work to be performed in the building as per the Massachusetts State
Building Code. You are hereby ordered to begin to rectify these conditions within 7 days of
receipt of this notice.Failure to do so may result in further actions being brought against you, up
to and including the filing of criminal complaints at District Court. You have the right to appeal
this order to the State Board of Building Regulations at One Ashburton Place, Boston, Ma.
Failure to secure any and all permits and approvals shall result in Municipal Code tickets and
further enforcement actions up to charges being filed in District Court..

FOR VARIANCES AT_280.'JEFFERSON.-AVENUE) (B-1)
A hearing on this petition was held March 16, 1994 with the following Board
Members present: Stephen Touchette, Acting Chairman; Albert Hill, Gary
Barrett, Associate Members Nina Cohen and Arthur Labrecque. Notice of the
hearing was sent to abutters and others and notices of the hearing were
properly published in the Salem Evening News in accordance with
Massachusetts General Laws Chapter 40A.
Petitioner, owner of the property, is requesting Variances from use to
allow property to be used as a dance studio. Property is located in the
B-1 district.
The Variance which has been requested may be granted upon a finding by this
Board that:
1. Special conditions and circumstances exist which especially affect the
land, building or structure involved and which are not generally affecting
other lands, buildings and structures involved.
2. Literal enforcement of the provisions of the Zoning Ordinance would
involve substantial hardship, financial or otherwise, to the petitioner.
3. Desirable relief may be granted without substantial detriment to the
public good and without nullifying or substantially derogating from the
intent of the district or the purpose of the Ordinance.
The Board of Appeal, after careful consideration of the evidence presented
