Dear Mr . Munroe :
Please be advised that I have examined various documentation
relative to the use of the above-described premises as a two-family
dwelling. I have examined a statement from Massachusetts Electric
Company, numerous copies of census listings and an affidavit from
Ms . Theresa Hughes who is a living relative of the deceased owner of
235 Jefferson Avenue.
Based on my review of this documentation , it is my opinion that
this dwelling was a lawful two-family residence prior to the adoption
of the City ' s Zoning Ordinance in 1965 . It is my opinion that this
dwelling should be afforded the protection of Section VIII ( E) of the
aforementioned ordinance relative to non-conforming uses and this
dwelling ' s current use as a two-family unit is permissible .

Dear Mr . Santo:
As I explained to you in our telephone conversation, I
represent Alice M. Blanchette of North Hampton, New
Hampshire who is the Executrix for . the Estate of Robert L .
Blanchette . Part of the estate is a dwelling at 235
Jefferson Avenue in Salem. This house is set up for, and has
been used as, a two family dwelling for at least the past 45
years . Apparently the Building Department does not have it
listed as such, although it was assessed as, a two family
unit.
Enclosed please find copies of selected years of the
City Clerks listing of residents . As you can see, as far
back as 1944 the City listed two different families living
at that address . Even during the years that the only surname
listed was Blanchette, it was for two different families . It
was the father and his wife, and Robert and his wife . These
two couples occupied the two apartments respectively.
Also enclosed is a copy of a statement from Mass .
Electric stating that two separate meters were installed at
that address in 1950 .
I hope that this documentation is sufficient to show
that the dwelling was being used as a two family prior to
1965 and can be so listed by the Building Department. Could
you please review these documents and if you feel they are
adequate, forward them to the City Solicitor for his ruling.
Anything you could do to help expedite this process would be
appreciated, as we have a purchase and sale agreement on
this property which cannot be processed completely until
this determination has been made.
When I was talking with you, I thought you referred to
a filing fee for this request. But when I spoke to a person
at the Building Department on Friday, she was not familiar
with any fee so I did not enclose one. If a fee is due, or
you have any questions, please contact me at the above
address and /or telephone number
