I have viewed the above referenced location and do not believe that business is being conducted
on City property. At the time of my visit all vehicles were parked on private property.
The "hot top"sidewalk(5 ft.wide) required by the City is in good condition and does not need
replacement. The City installed the curb cut (driveway), many years ago for parking when the
building was used as a restaurant. I interpret you reference to a sidewalk to mean granite or hot
top curbing which could be installed if requested, and paid for,by the owner.

Due to public safety the Board is requesting that the City
install a sidewalk at 87 Jackson Street.

response prior to that would be greatly appreciated.

Dear Mr. Boris :
Following an inspection of the property located at 87
Jackson Street, operated by Mitchell Sorbern d/b/a/ Salem
Investment Motors , I have determined that all vehicles
were on private property at the time of my visit.
Also, the existing curbing appears to have been
removed years ago when the property was being used to
operate a restaurant to allow for additional off street
parking spaces . Under the Salem Zoning Ordinance the
existing curb cut exceeds the maximum opening allowed but
is not enforceable because it existed prior to the change
in use of the property and was not a condition of the
change in use .
If the Licensing Board wishes to set a condition to
license for the curbing to be installed, then the request
would need to be directed to City Engineer and paid for by
the owner .
