Both the front stairs and the rear porch and stairs were replaced.This Department has no record of building permits being pulled for any of this work. Additionally,I stopped by the job to stop work and in speaking with one of the workmen,the "Contractor"has no licenses as required by Mass Law and therefore cannot pull permits. The work is inferior and has numerous code violations.You are directed to hire a licensed contractor to secure a building permit and to rebuild the front and rear stairs to eliminate the code problems. Failure to comply with this order within 30 days will result in Municipal Code Tickets and further enforcement actions. If you feel you are aggrieved by this order,your appeal is to the Board of Buildings ,Regulations and Standards in Boston. The lot consists of 2 houses, a two-family in front and a 4 room cottage in the back. On October 24, 1984 Mr. Mosca went to the Board of Appeals for a variance to allow the two-family to be converted into a three-family. The variance was denied. Last fall Mr. Mosca made improvements to the property and also installed another electric meter on the two-family house. At that time, I checked with City Electrician Paul Tuttle and was informed it was only an owner' s meter. This , however, must not be the case. The house has been converted into a three-family and is now rented as a three-family, and Mr. Mosca has moved out of the area. This has created much congestion and parking problems for abutters.
