If the dwelling was destroyed by any means to an extent of more than fifty (50) percent of its replacement cost or more than fifty (50) percent of its floor area at the time of destruction, it shall not be reconstructed except in conformity with the provisions of Salem Zoning Ordinance (Section 8-4) and would also require approval from the Salem Board of Appeals.
