1 . Mr. Serafini stated that he has been beginning preliminary discussions with each
department on this project so as to "break the ice" in an easy, informal manner.
2. Mr. O'Brien said that this was acceptable, however, in the future, meetings should
be held with representatives of all affected groups present. H & T, Inc. concurred
and agreed to notify Mr. O'Brien several days prior to a proposed meeting date so
that he could notify all the groups.
he suggested the following list: Fire chief, Building Inspector, Plumbing Inspector,
Electrical Inspector, a representative of the Planning Board, the City Engineer,
a representative of the Electric Co:, and the Gas Co, and the City Couns-llor re-
presenting the area.
3. H & T explained to Mr. O'Brien the siting BOCA code requirements and design of
the project. The following comments and questions were raised:
a. Where a fire wall is used, it cannot be penetrated between units, but--if it
extends beyond or below the abutting section of the units it may be penetrated.

b. H & T will research for backup from wallboard manufacturers on eliminating
strapping.
C. Mr. O'Brien did not want to immediately comment on possible four (4) story
units and will look into them further.
d. Mr. O'Brien did state that if four (4) story units are required at a section of
an extended building, only that area that is four stories need be constructed
to BOCA type 3-B requirements. The change to BOCA type 4-A requirements
will be at the nearest firewalls.
e. Smoke detectors will be required.
f. Mr. O'Brien did not want to immediately comment on the proposed exposed wood
frame automobile shelters. He will look into the possibility further.
4. The meeting ended with H & T, Inc. , suggesting a general meeting in approximately
two (2) weeks.

It is the opinion of this office that no further
building permits should be issued that would require connec-
tions to existing sewers. The suspension of building permits
should be continued until the Division of Water Pollution Con-
trol releases its directive of November 30, 1973, or grants
conditional approvals for entry into the sewer. Application
for releases are being made, and pending.
