Highland Avenue. Dr. McKeage has stated his view that narrowing the width of the curbcut is not feasible given the opinion of the Massachusetts Department of Public Works. Dr. McKeage encloses docu- mentation of a site inspection. by a state engineer which was the basis of the state's position. I have visited the site with Tony Fletcher, the City Engineer. . Both of us concur with the opinion of the state engineer. While we both endorse efforts at minimizing curbcuts and establishing a clear definition between street and sidewalk, in this particular case, we find the current width of the curbcut is warranted given the level of traffic on Highland Avenue as well as the volume of entrances and exists from the property in question. I should point out that the first .responsibility for streets and sidewalks in the City falls to the City Engineer. In future cases, the Board may wish to contact Mr. Fletcher directly. ( The plan presented for the building showed that there :;ill be 30 parking spaces to service the building. Several abutters appeared in opposition to the granting of the Petition. The abutters objected to further commercial activity in an R-1 Zone and felt that the permit, if granted, would adversely affect their property values. The Board voted to grant the Special Permit requested with conditions, to wit, the Board will allow the construction of a two story brick medical office building, . 76 ft 1 28 : with parking for 30 cars. The entrance way to the property will be 24 feet wide with gr.anit curb cuts and the sidewalk must be level right to the drive way entrance. The Board found that the property could riot be suitable for a single family duelling and that the construc- tion of the medical office building would be the best use for the property. I have contacted Daniel Lynch from Marblehead and a letter to the Planning Department should be mailed to them on July 20, 1988. 8. The elevator-wheel chairlift was inspected by the State Inspector in order to insure patient safety. He requested that we rotate the elevator 90 degrees and install an additional wall and door. This project is being addressed and parts for the elevator and the elevator door have been ordered from Mississippi and as soon as these items are received, work will commence on this project. In the meantime as I previously stated, they will be no patient care on our second floor. Mr. David J. Harris - 2 - 9. Jersey barriers which will run the entire left side of our site have been ordered and are scheduled to be installed on July 22. 10. A contract has been reached with the landscapper and as soon as the weather conditions permit, planting will commence. 11 . SCOPE The smoke density chamber test is used to determine the specific optical density of smoke generated within a closed chamber due to non- flaming pyrolitic decomposition and flaming combustion. The non-flaming mode employs an electrically-heated radiant energy heat source with an irradiance level of 2.5 watts per square centimeter. For the flaming mode, a six-tube burner, fueled with a propane/air mixture, is used in combination with the radiant heat to apply a row of equidistant flamelets across the lower edge of the specimen and into the specimen trough. A photometric system with a vertical light path is used to measure the varying light transmittance as smoke accumulates. The light trans- mission measurements are used to calculate the Specific Optical Density, which is derived from a geometrical factor associated with the dimensions of the test chamber and specimen, and the measured optical density, a measurement characteristic of the concentration of smoke. The photometric scale used to measure the smoke generated in this test is similar to the optical density scale for human vision. III. TEST PROCEDURE Specimens measuring three (3) inches square are taken from the specimen to be evaluated. Specimens are enclosed with heavy-duty alum- inum foil and mounted in troughed specimen holders backed with a } inch r � Report Number 54062 Test Number 1760-5020 Page 3 of 5 inorganic millboard block. The samples are pre-conditioned for twenty- four (24) hours at 140°F, and then conditioned to equilibrium at 70°F and 50 percent relative humidity. The test method consists of three (3) exposures in the flaming mode and three (3) exposures in the non-flaming mode. However, in many instances, the code requirement will be the same as for the General Services Administration where the flaming mode only is required. For those tests, only the flaming mode is done and reported. The test chamber is pre-conditioned to a ready state and the irrad- iance level of the radiant heat energy source is verified. The 100% and 07 transmittance of the photometric system is calibrated. The specimens mounted in the troughed specimen holders are tested in the appropriate mode for the evaluation being done, whether flaming only or both flaming and non-flaming. The test period is for twenty (20) minutes or until minimum light transmittance is obtained, whichever occurs first. The test chamber is then evacuated of the accumulated smoke. Another light transmittance reading is taken and recorded as the clear beam reading. This is the accumulation of soot and other effluent on the optical system and is converted to specific optical density and used as a correction factor in calculating final test results. The recorded data for light transmittance is used to calculate the specific optical density of the smoke generated during the test for each of the specimens tested. The results are then averaged and reported as Average Specific Optical Density. IV. DESCRIPTION OF MATERIAL TESTED The material being evaluated, identified as Optics, is described in the Table below. The following list of abbreviations and their meanings are used in the print-out and may be useful in interpretation of test data. 7T is the percent light transmission ranging from 1007 to 07 transmittance. Ds is the specific optical density. Dm is the maximum specific optical density. Dc is the specific optical density value of the clear beam reading (correction factor) . Dm (corrected) represents Dm - Dc and is the corrected maximum specific optical density, the number which, when averaged, is the final test result. Time to Ds=16 is the time at which 757 light transmittance is obtained, which yields a specific optical density of 16. Dm @ 1.5 and 4.0 minutes are shown because some aerospace and aviation agencies require these time criteria in judging the smoke development characteristics of a material. INTRODUCTION This report represents results of a test for critical radiant flux of a floor covering system submitted by Charleston Carpets. This test, also known as the Flooring Radiant Panel, is identical to the Federal Test Method Standard Number 372 and the National Fire Protection Association Test Method Number 253. It measures the critical radiant flux at flame-out of horizontally mounted complete flooring systems exposed to a flaming ignition source in a graded radiant heat energy environment. It is intended to simulate actual conditions that have been observed and defined in full-scale experiments. The test is applicable only to floor covering systems which duplicate or simulate accepted installation practices. Tests on individual components of a system are of limited value and are not valid for evaluation of the entire flooring system. The test results apply only to the specimens tested and are not necessarily indicative of apparent identical or similar materials. All test data are on file and available for review by authorized persons. II. PURPOSE The Flooring Radiant Panel test measures the level of incident radiant heat energy on the floor covering system at the most distant flame-out point, and is expressed as Critical Radiant Flux in watts per square centimeter. It provides a basis for estimating one aspect of flamespread behavior for floor covering systems installed in corridors or exitways of buildings. The imposed radiant flux simulates thermal radiation leoels likely to impinge on the floor of an exitway or a corridor whose upper surfaces are heated by flame and/or hot gases from a fully developed fire in an adjacent room or compartment. III. TEST PROCEDURE A minimum of three (3) sets of the floor covering system must be tested. A specimen measuring 20 centimeters by 100 centimeters is mounted in a horizontal specimen holder in the test chamber. A gas/air fueled radiant heat energy panel is mounted in the chamber at a 30° angle to the horizontal specimen plane. The radiant panel generates an energy flux distribution ranging along the 100 centimeter length of the test specimen of approximately 1.0 watts per square centimeter to a minimum of 0.1 watts per square centimeter. The test is initiated by an open flame from a pilot burner that is brought into contact with the specimen for 10 minutes. The specimen is then removed from the test chamber and the point of farthest flame front advance measured. The critical radiant' flux is then computed from the Flux Profile Curve determined during calibration of the test apparatus. IV. The provision of the Salem Zoning Ordiance with is applicable to this request for a Special Permit is Section V B 10, which provides as follows: Notwithstanding anything to the contrary appearing in this Ordinance, the Board- of Appeal may, in accordance with the procedure and conditions set forth in Section VIII F and IX D, grant Special Permits for alterations and reconstruction of nonconforming structures, and for changes, enlargement, extension or expansion of nonconforming lots, land, structures, and uses, provided, however, that such change, extension, enlargement or expansion shall not be substantially more detrimental than the existing nonconforming use to the neighborhood. In more general terms, this Board is, when reviewing Special Permit requests, guided by the rule that a Special Permit request may be granted upon a finding by the Board that the grant of the Special Permit will promote the public health, safety, convenience and welfare of the City's inhabitants. The Board of Appeal , after careful consideration of the evidence presented at the hearing, and after viewing the plans, makes the following findings of fact: 1 . No parking spaces would be deleted by the plan. 2. Support and opposition was in both voice and letter form. 3. The Salem Zoning Ordinance allows private clinics within 1 ,500 feet of Salem Hospital and the locus is within this distance. 4. The addition would be for expanded space in existing offices and would not add any more offices. On the basis of the above findings of fact, and on the evidence presented, the Board of Appeal concludes as follows: 1 . All construction be done as per existing city and state building codes. 2. All construction be done as per the plans and dimension submitted. 3. All exterior finishes are to be in harmony with the existing exterior finishes. 4. A legal building permit be obtained. 5. A Certificate of Occupancy for the new addition be obtained. 6. Petitioner comply with all requirements of the Salem Fire Department relative to smoke and fire safety. 7. No change in the number of parking spaces on the site shall be made. 8.
