Dear Tom:
I inspected the two existing fire escapes yesterday at the Highland Hall building on
the North Shore Medical Center Campus property.
Based upon Table 110-Schedule of Periodic Inspection of Existing Buildings in the
Massachusetts Amendments to The International Building Code-2009 Edition
existing fire escapes are to be inspected every five years. This inspection report is
intended to fulfill that requirement.
In terms of the existing fire escapes on the building,the current conditions are as
follows:
A. West Side Fire Escape:
1. Steel stair treads and support angles are in good condition.
2. Steel guardrail/handrail,as well as fasteners,are in good condition.
3. Steel stair landings and support angles are in good condition.
4. Angle Attachments into the existing brick exterior wall are in good
condition.
B. East Side Fire Escape:
1. Steel stair treads and support angles are in good condition.
2. Steel guardrail/handrail,as well as fasteners,are in good condition.

Highland Hall Fire Escape Report
A. Regulatory
In accordance with the Massachusetts Amendments to the International Building Code
2009 edition (Basic Commercial), the International Building Code has been modified to
read as follows in the 780 CMR Amendments:
1001.3.2 Add Section:
1001.3.2 Testing and Certification. All exterior bridges, steel or wooden stairways, fire
escapes and egress balconies shall be examined and or tested, and certified for
structural adequacy and safety every five years, by a registered design professional, or
others qualified and acceptable to the building official; said professional or others shall
then submit an affidavit to the building official."
B. Existing Exiting Conditions of the Building
1. Highland Hall has two existing steel fire escapes on the building. The easterly fire
escape discharges the 4th floor down to the third floor level, where exiting is achieved
across the roof to a fire stair tower which then discharges occupants to grade. The
westerly fire escape exits the third, second and first floor to grade at the end of the
building. Both fire escapes serve dead-end corridors in the building. There are also
two interior fire stairs in the building as well as grade exits on the first floor and the
ground floor of the building.
C. Conditions of the Fire Escapes
1. East Fire Escape
The east fire escape was constructed with the fourth floor addition to Highland Hall
shortly after the building was built. The fire escape therefore is newer than the West
Fire Escape. The overall condition of the steel components and members is very good.
However, the fire escape is in need of a thorough scraping, cleaning, priming and
painting of all the steel components of the fire escape. This maintenance work should
be completed prior to the next inspection which will be done in 5 years according to
Table (110) of the Massachusetts Building Code.
2. West Fire Escape
The west fire escape is the older of the two fire escapes. The overall condition of the
existing steel members and components is also very good. However, the fire escape is
in need of a thorough scraping, cleaning, priming and painting of all of the steel
components of the fire escape. This maintenance work should be completed prior to
the next inspection which will be due in 5 years according to Table (110) of the
Massachusetts Building Code. In addition, top-soil has covered the lower connection of
the fire escape to the concrete foundation. This top soil should be removed sometime
this spring, so that the steel connections and members will not deteriorate at a faster
pace.

After several visual inspections of the fire escape, it is my opinion that for the next 5
year inspection period, the two Highland Hall Fire Escapes can be deemed to meet the
requirement for structural adequacy and safety as stipulated in the 780 CMR
Paragraph 1001.3.2 of the 2012 Massachusetts amendments to the International
Building Code.

escapes and egress balconies shall be examined and or tested, and certified for
structural adequacy and safety every five years, by a registered design professional, or
others qualified and acceptable to the building official; said professional or others shall
then submit an affidavit to the building official."
B. Existing Exiting Conditions of the Building
1. Highland Hall has two existing steel fire escapes on the building. The easterly fire
escape discharges the 4`t'floor down to the third floor level, where exiting is achieved
across the roof to a fire stair tower which then discharges occupants to grade. The
westerly fire escape exits the third, second and first floor to grade at the end of the
building. Both fire escapes serve dead-end corridors in the building. There are also
two interior fire stairs in the building as well as grade exits on the first floor and the
ground floor of the building.
C. Conditions of the Fire Escapes
1. East Fire Escape
The east fire escape was constructed with the fourth floor addition to Highland Hall
shortly after the building was built. The fire escape therefore is newer than the West
Fire Escape. The overall condition of the steel components and members is very good.
However, the fire escape is in need of a thorough scraping, cleaning, priming and
painting of all the steel components of the fire escape. This maintenance work should
be completed prior to the next inspection which will be done in 5 years according to
Table (110) of the Massachusetts Building Code.
2. West Fire Escape
The west fire escape is the older of the two fire escapes. The overall condition of the
existing steel members and components is also very good. However, the fire escape is
in need of a thorough scraping, cleaning, priming and painting of all of the steel
components of the fire escape. This maintenance work should be completed prior to
the next inspection which will be due in 5 years according to Table (110) of the
Massachusetts Building Code. In addition, top-soil has covered the lower connection of
the fire escape to the concrete foundation. This top soil should be removed sometime
this spring, so that the steel connections and members will not deteriorate at a faster
pace.

Exterior Stairs
Dear Mr. Thompson:
At the Hospital's request I visited the site on 10 June 91 to
observe the present condition of two exterior stairs and to render
a professional opinion on their suitability for continued use.
The stair frames are constructed of painted structural steel shapes.
embedded and/or bolted to the exterior masonry walls. The frames
support steel handrails, bannisters, and steel bar gratings which
form the stair treads and landings. My observations indicate that
the stairs are structurally sound and will support the loads for
which they were originally designed.
Painted steel which is exposed to the weather requires continuing
maintenance to retain its structural integrity and appearance.
There are numerous areas within the frames and the gratings which
have started to rust. The rusting is not yet severe enough to
reduce the structural capacity of the frame, but will require
repainting soon. All areas showing rust or flaking paint must be
cleaned down to bright metal , primed with a zinc-rich primer and
painted with a compatible finish top paint coat. The only other
maintenance item is beneath the angles bracing the third floor
landing of the west (three story) stair. The joints at the bearing
point need to be re-pointed with fresh mortar.
The steel gratings which form the landings on the three story stair
are laid loose - there is no mechanical connection to the steel
frame. While these gratings are heavy and are not easily dislodged,
it would be prudent to bolt them to the, steel frame to prevent
vandalism or accidental shifting of the grates.

A hearing on this petition was held February 15, 1984 with the following Board

with Massachusetts General Laws Chapter 40A.,
Petitioner requests variances to convert a medical office building and a building
known as Highland Hall into medical and dental office condominiums, also variances
from density requirements of section VI, table 1 with respect to maximum height _
and number of stories, also distance between buildings in this R-1 district.
The Variance which has been requested may be granted upon a finding of the
Board that:
a. special conditions and circumstances exist which especially affect
the land, building or structure involved and which are not generally
affecting other lands, buildings and structures in the same district•,
b. literal enforcement of the provision of the Zoning Ordinance would involve
--- substantial hardship, financial or,otherwise-to the petitioner; and

After hearing the evidence presented at the hearing and after view pians, the

many years in harmony with the other hospital buildings and buildings
in the neighborhood.
On the basis of the above findings of fact and on the evidence presented at the
hearing, the Board of Appeal'concludes as follows:

A hearing on this petition was held February 22, 1989 with the following Board
Members present: James M. Fleming, Chairman; Richard Bencal, Vice Chairman;
Edward Luzinski, Associate Members Labrecque and Dore. Notice of the hearing

Petitioner, owner of the property, is seeking variances from density and parking
to allow a two family dwelling to be converted to a three family in this R-3 Zone.
The Variance which have been requested may be granted upon a finding of the
Board that:
a. special conditions and circumstances exist which especially affect the land,
building or structure involved and which are not generally affecting other
lands, buildings and structures in the same district;
b. literal enforcement of the provisions of the Zoning Ordinance would involve
substantial hardship, financial or otherwise, to the petitioner;
c. desirable relief may be granted without substantial detriment to the public
good and without nullifying or substantially derogating from the intent of
the district or the purpose of the Ordinance.
The Board of Appeal, after careful consideration of the evidence presented at the
hearing, and after viewing the plans, makes the following findings of fact:
1 . No support or opposition was voiced for the plan;
2. Petitioner has owned the property for approximately six (6) years
and said property had been owned by his family prior to that time;
3. Parking may be provided on a lot in close proximity;
4. No exterior changes are planned;
5• The are in question is zoned for three family use.
On the basis of the above findings of fact, and on the evidence presented, the
Board of Appeal concludes as follows:
1 . Special conditions exist which especially affect the subject property but
not the district generally;
2. Literal enforcement of the ordinance would work a substantial hardship
on the petitioner;
3. The relief requested can be granted without substantial detriment to the
public good and without nullifying or substantially derogating from the
intent of the district or the purpose of the Ordinance.

Therefore, the Zoning Board of Appeal voted unanimously, 5-0, to grant the

2. A certificate of occupancy for the third unit be obtained;
3. All construction be done as per all existing city and state building codes;
4. Petitioner must meet all requirements of the Salem Fire Dept. relative
to smoke and fire safety;
5. No exterior changes shall be made to the building with regards to
this petition;
6. Petitioner must maintain six (6) legal parking spaces at the lot shown
as 24 Highland Ave. on the plans. Should 24 Highland Ave. cease to be in
common ownership with the lot 20 Highland Ave. the variance for a three (3)
family shall cease and the property at #20 Highland Ave. shall revert back
to a two (2) family dwelling.

Petitioner requests variances to convert a medical office building and a building
known as Highland Hall into medical and dental office condominiums, also variances
from density requirements of section VI, table 1 with respect to maximum height
and number of stories, also distance between buildings in this R-1 district.

Board that:

many years in harmony with the other hospital buildings and buildings
in the neighborhood.

the Zoning Ordinance to allow the allocation of One Hundred ( 100) spaces for the
