Berman. We have been unofficially informed that a second kitchen 'is being installed in the house which could convert the property from a single-family dwelling to a two-family dwelling. This, as you are no doubt aware, would be in violation of a city ordinance. Presently, plumbing is being installed at this address by Mr. L. Kiley. Would you please , investigate the nature of this work, to be. certain that proper permits have been sought and ordinances are not being violated. Thank you for considering this matter. Section 7-1 talks about camping trailers, office trailers, dead storage trailers and the parking of trailer. Nowhere does the ordinance exempt trailers used transportation of recreational vehicles. B. Your property is located in an R-1 District under Salem Zoning Ordinance. Front yard setbacks in this area are 15 feet. Any area within 15 feet of the front lot line would be considered front yard. Therefore, the boat is in the front yard. C. Regarding Section 7-1 ©2 states that trailers will not be any closer than 10 feet from a lot line or within 5 feet of any building on an adjacent lot. I agree the end of the sentence does not make any sense. We have as a matter of practice enforced the 10 feet rule consististantly. D. In response to item#4, we respond to complaints on both zoning issues and building code problems. We responded, in your case, to complaints from the neighborhood. All complaints get carbon coped to the Ward Councillor, if you contact your Ward Councillor , you will find a variety of complaints we deal with regularly. Additionally, I'm sure your neighbors pay similar taxes to the City of Salem. In response to your last paragraph, City of Salem Councillors recently passed ordinance.#Which allows City Inspectors to with tickets in response to municipal code violation. The second course of action is a Magistrate's hearing in district court. Being an Attorney, I will assume you don't need an explanation of this procedure. If you wish to challenge part of Salem Zoning Ordinance, you will need to direct your appeal to the Zoning Board of Appeals. You may file this appeal through this office. I do feel that it would be much easier to comply with ordinance 7-1 by moving your boat and trailer to another location on your property. I will extend the 15-day deadline to December 15, 2000. Sincerely, Thomas St. Pierre Local Building Inspector cc: Joe Walsh Councillor O'Keefe
