The First Floor is proposed as a Business Occupancy and an R-2 unit, the Second Floor as two R-2 units. The third floor is vacant at this time. Owner has stated building will have fire sprinklers. The subject stair of this Compliance Alternative application is the stair for 21 Charter Street. Existing B & R-2 Stair The subject stair as existing is a straight run, 30" wide with risers 9 1/8" " height and treads 9 '/2 " . This stair serves as a means of egress for two R-2 Units with about 10 persons total occupancy based on 200 GSF per person occupancy. This stair provides an improved means of egress to the previously renovated 2nd Floor 19 Charter R-2 Unit which previously had 2 existing means of egress: • Existing straight run stair discharging at the 1'9 Charter entry. • Existing rear winder stair with many non-code compliant concerns in that it serves 4 floors without a 2 hour rating, has winder configuration, is too narrow, has inadequate stair/riser dimensions, and discharges to the public way through a garage. Utilizing the subject stair will provide improved means of egress to the 19 Charter 2nd Floor unit. New Stair to Basement The Basement is currently served by two non-code compliant stairs and the Owner proposes to build a new stair to the Basement in a rated enclosure in conjunction with the 21 Charter stair described above, with a width of 36," a clear ceiling height of minimum 80" until the basement is reached with Max. 8 '/4" Risers and Min. 9" Treads, minimum 36" X 36" landings at turn and bottom of stair and maximum possible landing at top. As a below code ceiling height storage area, the occupancy load served by this basement stair would be 6 or 7 persons based on 300 GSF per person. This occupancy load is comparable to a single-family house and stairs to 780 CMR 51 R311.7 8th edition is requested as a Compliance Alternative. Building a stair to the basement to the code for new construction in this location would be impractical because of construction difficulties. p.1 of 2 Job No. 14-717 4� New Stair Enclosure for existing subject stair and new basement stair The stair enclosure only requires a 1 Hour enclosure with '/< Hour rated doors, however Owner will provide 2 Hour rated enclosure with 1 '/2 Hour doors, including all associated code requirements for closers, locking, hand rails, guards, etc. Basement stair will require custom door for low ceiling height. The 2 hour rating will include the assembly of the 2nd floor ceiling /3rd floor, as well as a 2 hour wall/ floor assembly as required to the basement, and 2 hour rating for all structural supports for this entire enclosure assembly, 2 hour rating for penetrations, fire blocking, etc. Code Intent Acceptance by the Building Official of the existing subject stair in conjunction with the addition of the basement stair to R311.7 and the provision of a 2 hour enclosure beyond the minimum 1 hour required, while not completely meeting the code for new construction for the building type, provides improved egress and fire resistance to the building. Compliance Alternative The Owner requests that City of Salem Building Official accept in writing a Compliance Alternative for the existing conditions and work described above under IEBC 2009 101.5.0 citing that such work as described and depicted in attached drawing is approved under his authorization as meeting the intent of IEBC 2009. The subject stair of this Compliance Alternative application is the stair for 21 Charter Street. Existing B & R-2 Stair The subject stair as existing is a straight run, 30" wide with risers 9 1/8" " height and treads 9 '/z " . This stair serves as a means of egress for two R-2 Units with about 10 persons total occupancy based on 200 GSF per person occupancy. This stair provides an improved means of egress to the previously renovated 2nd Floor 19 Charter R-2 Unit which previously had 2 existing means of egress: • Existing straight run stair discharging at the 19 Charter entry. • Existing rear winder stair with many non-code compliant concerns in that it serves 4 floors without a 2 hour rating, has winder configuration, is too narrow, has inadequate stair/riser dimensions, and discharges to the public way through a garage. Utilizing the subject stair will provide improved means of egress to the 19 Charter 2nd Floor unit. New Stair to Basement The Basement is currently served by two non-code compliant stairs and the Owner proposes to build a new stair to the Basement in a rated enclosure in conjunction with the 21 Charter stair described above, with a width of 36," a clear ceiling height of minimum 80" until the basement is reached with Max. 8 '/a' Risers and Min. 9" Treads, minimum 36" X 36" landings at turn and bottom of stair and maximum possible landing at top.
