Dear Mr . Munroe
Please be advised that I have examined various documentation
relative to the use of the above-described premises as a two-family
dwelling. I have examined affidavits by Mr. Charles Hinchey and .
Mr . Roger P. Gaudette . Additionally, I have examined records of
Massachusetts Electric Company and census records dating back to 1963 .
Based on my review of this documentation, it is my opinion that
this dwelling was a lawful two-family residence prior to the adoption
of .the City ' s Zoning ordinance in 1965 . It is my opinion that this
dwelling should be afforded the protection of Section VIII ( E) of the
aforementioned ordinance relative to non-conforming uses and this
dwelling ' s current use as a two-family unit is permissible.

Dear Inspector:
I am writing regarding the 2 family house located at 6 Harrison Road,
Salem.
I grew up and currently living at 258 Loring Avenue, Salem and have
been familiar with that house as well as friendly with all prior owners
and occupants over the past 50 plus years. I was also owner of the
property for a short period of time. To the best of my recollection, that
property has always been utilized as a two family. It was my
understanding that in the late '30s and early '40s, when owned by the
Sisters of St. Chretlenne for the purpose of housing their Janitor, Mr.
Laforge and family, the City of Salem was or wanted to tax the Sisters on
the value of that property because they were collecting rent from the
tenant on the second floor, which disqualified the School from claiming
the house under the tax exempt status. As a result of that request from
the City, the Sisters decided to sell the property and build a single family
house next to 6 Harrison Road for the purpose of housing their Janitor.
That house is now part of the Salem State South Campus property.

Dear Inspector ,
I am writing you on behalf of the Nguyen 's who own 6 Harrison
Rd" Salem" Apparently the house they live in is not registered as
a two family with your office even though it is listed as a 2
family with the assessors office. In order to secure refinancing
they need to get it registered with your office"
Enclosed are some of the records from the street directory at
the elections & registration office at rit; hail . These show the
people living there back to 1963 and the 2 Nguyen families are
listed for 1989^
There are is also a letter from the Electric Co. which states
the last time the electric meter was changed. (Unfortunately they
will not give records back to when the meter was first installed.
I have also spoken with Mrs LaForge at 8 Harrison Rd. She is
86 and has lived there for many years she has a life estate in the
building owned by Salem State College. She said she was very
familiar with the building and that her daughter lived in the
building after WWII with her husband" She was unwilling to write
a letter because she could not see well and is quite infirm" She
suggested I speak with Mr. Gaudette who owned the building at one
time and lives at 258 Loring Ave"
I spoke with Mr . Gaudette at 258 Loring Ave and his letter is
enclosed
