Dear Ms . Griffin:
This office has been informed of an unsafe and
possible dangerous condition concerning interior
environment and mechanical systems at 29 Hanson Street .
An inspection of the premises was conducted on
November 17 , 1997 and the following violations were found:
1 . Stairway into basement needs to be repaired .
2 . Repair basement floor .
3 . Remove gasoline and lawn mowers from basement .
5 . Install return air duct from furnace to tenants space
on 1st and 2nd floors .
6 . Correct flue venting of gas hot water heather and oil
furnaces .
Failure on your part to comply and make repairs
within thirty ( 30 ) days will result in a complaint being
sought against you in Salem District Court .
Please contact our office upon receipt of this letter
to obtain the appropriate permits .

Dear Mr. Tremblay:
Please be advised that I have examined various documentation
relative to the use of 29 Hanson Street as a two family dwelling.
I have examined a letter from the Board of Assessors, a letter
from the present owner and various census documentation.
Based on my review of this documentation, it is my opinion.
that 29 Hanson Street was a lawful two family residence prior to
the adoption of the City's Zoning Ordinance in 1965. It is my
opinion that this building should afforded the protection of
Section VIII (E) of the aforementioned Ordinance relative to non-
conforming uses and this dwelling's current use as a two family
residence is permissible.

through fiscal year 1985 , it was assessed as a single fami-
ly use . This office does no carry use records prior to
1973 .
It should be noted that the original listing as a single
family dates from an inspection of the property in May of
1973 . Although it was listed as being used as a single fam-
ily, the reviewer noted that the entire first floor was be-
ing rehabbed with the intent of changing it to a single
family use, and therefore recorded the property as having
one living unit . However , the same reviewer also indicated
in the data record detail that, at the time it was viewed,
the property was physically set up as a two family house
with a living room, dining room, kitchen, bathroom and 2
bedrooms on each floor . It should be further noted that no
inspection of this property would have been undertaken be-
tween 1973 and 1984 . Therefore, if the conversion to a sin-
gle family had been abandoned, that fact would not have
been recorded in the records of this office until fiscal
year 1986 , regardless if the conversion had been abandoned
immediately after the May 1973 inspection. The change back
to a two family was not precipitated by any action by the
property owner, but rather by a new inspection program
which noted the two family use at that time .

Dear Mr. Bane:
In accordance with Chapter II State Sanitary Code, 105 CMR 410.000, on
4-11-91, an inspection was conducted at 29 Hanson Street in Salem, apartment
111 occupied by Mr. and Mrs. Bane and their children, at their request.
Property owned by Mr. & Mrs. Griffin.
At that time, there were many violations of the State Sanitary Code. Reports
were sent to both owner and tenants. A hearing was held at Health Department
office on 4-25-91.
Because there were children under the age of six residing therein, the owner
was mandated to conduct a lead`.test.
To the best of my knowledge, lead paint was found in these premises, but have
no written documentation on file.
On 6-11-91, we received a copy of Salem Police Department Report 11225359 that
on 6-7-91, Jerry Griffin reported to Police that he could not obtain access
. to the apartment to do the, deleading as agreed to. A request for hearing was
filed in Salem District Court.
On 6-17-91, the Health Inspector dent on site. Looking through windows on
the first floor, the premises appeared in complete disarray with scattered
furniture, clothing, toys, etc. piled up on beds, etc. The premises was
vacant. From what I could observe, some of the molding around the windows
had been scraped or removed. There was no covering over any of the numerous
items scattered in the rooms.
On 6-18-91, I received a phone call from Mr. Bane stating that they have been
at a motel at the owner's expense until deleading and repairs are completed.

There is a question relative to zoning the house which is residentially
R-1 zoned, but there are two apartments. Enclosed is a copy of Building
Inspector's letter for further information.
On 6-26-91, a hearing will be held at Salem District Court at 11:30 A.M.
at which time, both owner and tenants must appear.
We trust the above information will enable some resolution of this
problem.
