Dear Mr. Tremblay:
I am writing to you to express my concerns and displeasure with issues that were
recently brought to your attention regarding property located at 6 Hanson St. Since my
last conversation with you, three weeks have passed and none of the issues addressed
with you personally have been resolved. There has been no effort or communication
put forth by the owner of the aforementioned property, and it appears at this time there
is no intention to do so.
I have many various concerns which I feel need to be addressed immediately. It is my
opinion that there are several health, safety and fire concerns which seem to be
building on a daily basis. Not only are the contractors working as early as 7:00 A.M. on
Sunday morning, but they are working in a reckless manner as well. It is my belief that
no construction is permissible on Sundays in general unless arrangements are made to
do so with the city and the abutting neighbors. Presently, not only is the sidewalk
impassable due to debris and plywood placed on it, but my home has become filthy on
the exterior due to ongoing construction. Also it is important to note that a large dump
truck is left uncovered in front of my house, leaving debris on the sidewalk on a daily
basis. This makes it very unsafe for me to enter my own property.
Adding to the stress I have undergone as a result of these new neighbors, is damage
done to the awning over my front door, damage which was incurred by the workers
being unable to clear the area with sheet rock. Presently there is a 2-3 inch tear in my
awning. I confronted these individuals when this incident occurred and was told to
"get back in my house" by an individual who's name is Jay. Not only was I frightened
because I was alone at the time, but was also fearful because these individuals were
drinking throughout the day, and in public as well.
Though I know they have a permit for some of the work in progress, should the owner
not have a variance to carry out some of the major renovations presently taking place?
I have serious concerns regarding liability on my property as well. Not only do I have
concerns about the placement of stairs in the rear of this property, but my ability to
enter& exit the back of my home is impeded by stairs which are partially constructed
on my property. I am now forced to climb stairs to my property, because there is not
enough space to pass through my property and the property in question. This is a
serious hardship to me personally, as I have difficulty walking and soon will be
wearing a brace on my leg. This not only affects my health and well being, but concerns
me personally with respect to safety/fire issues as well. I am now fearful that should I
need to leave my yard in the event of an emergency, I would not be able to do so safely.
Also needing to be brought to your attention are other concerns which pose some
potential health and safety issues. Presently, there is large amounts of trash and piles of

wood located in the rear of the property in question. Though we have only come across
one "rat" as of this date, I am fearful that, should this trash and debris continue to
remain in its' present state, the potential is there for infestation of rats and mice as well.
I am not only concerned with my self, but for the children who presently live within
this property. I also have safety concerns for the children presently living in this
dwelling and question whether or not the proper occupancy permits are in place?
Though it is only my opinion, it does not appear to be a healthy or safe environment for
the children, as they are often playing in and around all the construction that is
presently taking place.
The present building permit issued makes no sense to me at all. Though the Salem
News printed the renovations to this property at a cost of$8,000.00, common sense
would tell anyone that complete rehab and construction that is in progress would , in
my estimation, exceed $40,000.00. I personally question what was presented to the city,
as compared to what is actually being done at this property.
Also to take into consideration is the fact that the construction crew is completely
unsupervised during the work week. Though you may feel this should not be a concern
of mine, given the problems which I have been faced with while the construction is
taking place, coupled with the careless work habits of the workers themselves, I believe
that these individuals pose a problem to me directly with respect to liability in general.
There is no proof of any insurance binder, nor evidence that any of the individuals are
self insured. Given that they have placed materials on my property, is it not my right
to know that proper insurance's are in place to not only protect my self, but my
property as well.
In closing, I cannot emphasize enough the stress and frustration that I have had to
tolerate over the past few months as a result of this property. In all the years I have
lived here, I have never encountered any problems with any of my neighbors. Now I
am not only fearful to come out of my own home, but what used to be a pleasant life
has turned into a living hell. My health is failing, and the present situation has caused
me much anguish and hardship. I only hope that you will take my concerns seriously
and try to rectify the problems at hand. Your response to this matter would be greatly
appreciated. I look forward to speaking or meeting with you.
