Munroe n Building Inspector Department of Health City of Salem Salem, Massachusetts 01970 Dear Mr. Munroe: I 've been a renter and I 've been a homeowner, and this business of building codes has always mystified me. I 've tried* to get a pamphlet of code guidelines for the property owner, but have been told the codes are so extensive that nothing can be summarized for the person that owns a two- or three-family home . So what is a homeowner to do? Many years ago, someone contacted your department with a complaint that my father' s house wasn't up to code. The city came down and gave it a thorough inspection. As a result of that inspection, he had to have new wiring put in, etc. , includ- ing four electrical outlets in each room. He never knew who had suggested your department visit him. It remains a mystery to him. Most recently, I lived in Salem as a renter. During the time of my tenancy, I knew that there were building code viola- tions, but I was always afraid to write to you or give your department a call, fearing that my landlord would learn that it was my complaint that caused an inspection, and he would then raise my rent or do something equally vengeful in order to "repay" me for the "favor. " I 've done some reading since then on tenants ' rights, and have learned that I shouldn' t have been so reluctant to report what I considered unsafe living conditions . Anyhow, now I 'm a homeowner in Lynn, but it still bothers me that my former landlord' s house isn' t up to code. I lived there for five years, moving into a first-floor apartment in August 1980 . The cellar stairs were poorly lit and I always had to take extra care when using them to do my laundry. Carrying baskets of clothing while navigating those poorly lit stairs made me rather anxious . *in Lynn Mr. William H. Munroe - 2 - October 30, 1985 Just a year ago, after living in that first-floor apartment for better than four years, my landlord asked me to move to the third floor. It seemed he wanted the first floor for himself as his personal circumstances were changing. I didn' t give him a difficult time about the move, although it cost me a substantial piece of change (what with telephone charges, etc. ) . In addition to asking me to move to a less attractive apartment, he raised the rent on me, but I was a cooperative person and we exchanged apartments on December 1. Well, I found that there were no handrails along the sets of stairs leading up to the second and third floor. As I went down to the basement with my baskets of laundry, I now had to cope with the extra flights of stairs as well as the poorly lit basement stairway. When we exchanged apartments, he was adamant that he didn' t want us to change house numbers, although the first floor had the door numbered 39 and both the second and third floors shared an outside door numbered 41. I thought it strange that he didn' t want to change numbers, because we were definitely exchanging apartments and front doors . After we exchanged floors , he did much renovation on the first floor. I saw a drastic change as he ripped out the kitchen and bathroom and totally redid those rooms . I wondered at the time if he had permits to do those major alterations . I moved out of the third floor in June, because I had an opportunity to buy a three-family house in Lynn. I wanted to stay in Salem, where I was born, but couldn' t afford the house prices . Could you take a look at 39-41 Hancockock Street, �owned by Michael StoneFin Salem? Now that I 'm no longer living there, I 'm not afraid he' ll raise the rent on me. As a new homeowner, I am concerned more than before about safety and habitability. I believe there are code violations in that house and would like to think that present and future tenants will get a better place to live in than I did. Also, congratulations for adding Eddie Paquin to your team. I went to school with him (Salem High) -- he ' s a super guy.
