An on site inspection by Fire Prevention Officer Norman LaPointe and Virginia Moustakis and Mark Tolman Health Department Sanitarians noted work being performed inside the cellar by Suburban Oil of Commercial Street in Salem. The work was being performed without any permits. The Fire Prevention Officer noted a leak in the flu pipe, an unacceptable pitch of the piping and the flu pipe was clogged. There was an accumulation of piping in the yard and the material was confirmed to be asbestos. Peter Holland, owner of Suburban Oil was informed by Health Department that a application to remove asbestos is required by the Department of Environmental and that the material had to be removed by a licensed asbestos removal firm. In the meantime, he was told to cover all materials in the back yard and to notify the Department of Environmental Protection,filing the mandated application and employing services of licensed asbestos removal firm. Inspector LaPointe allowed the remaining work to be performed in order to provide heat for the tenants of two apartments in the building. Both you and Mr. Holland are to contact this office of the current status of this matter. Front porch at second floor level needs immediate repairs. 2. Gutters and or drip edge missing on either side of house. 3. Downspouts missing. 4. Rail at second floor porch must be 38" inches in height. 5. Handrail must be installed at rear storm door. 6. Door nob must be replaced at rear storm door. 7. Siding should be completed on each side of building near front . 8. Ballasters should be added to handrails at front entrance stairs . Please notify this department within fifteen (15) days upon receipt of this letter as to what course of action you will take to rectify these violations. We just recently purchased the property and I have some major repairs to be done.I just recently had my slate roof repaired, a new copper ridge vent, and a new velex skylight at the cost of$2000.00.I also am in the process of replacing all the basement windows 3 are in and the stock is on the job for the other 3 its just a matter of finding time to install them. We also put quite alot of money into paper,paint and the re-finishing of the hardwood floors to make the property rentable.(It was a bank owned property and Quite run down.) I am planning on gutters, downspouts, and the hand rail on the back steps within the next few months.Unfortunatlly everything is very expensive and I am truely doing the best I can.
