Summary of Findings and Conclusions of Phase I Initial Site Investigation
23 kV Rebuild Project-Power Bank Transformer Area
Salem Harbor No. 45 Substation
24 Fort Avenue
Salem, Massachusetts
Release Tracking Number 3-52582
Conditions of the Disposal Site located at the Salem Harbor No.45 Substation, having an address of
24 Fort Avenue in Salem, Massachusetts, were evaluated in a manner consistent with applicable
guidelines for a Phase I-ISI as presented in 310 CMR 40.0480 of the MCP. Coneco has conducted a
subsurface assessment to evaluate soil quality at the Disposal Site. Investigations at the Disposal Site
included a review of pertinent Site history, the advancement of eighteen test pits, the collection and
laboratory analysis of soil samples from the Disposal Site, and performance of RAM activities
undertaken to facilitate substation construction activities at the Disposal Site.
Based on the information and observations described herein, the following is a summary of the
investigation findings:
• Prior to proposed construction activities at the Site to facilitate substation upgrades,NEP
contracted Coneco to perform pre-characterization activities within the proposed
construction area to determine if response actions would be necessary in accordance with
applicable state and/or federal regulations. Subsurface investigation activities conducted
in May and June 2025 included the advancement of eighteen(18)test pits and collection
of soil samples.
• Analytical results for select soil samples indicated that TPH, lead, and PCBs were above
the applicable RCS-2 reportable concentration. Therefore, conditions at the Site
constituted a 120-day MassDEP Reportable Condition pursuant to 310 CMR 40.0315(1).
In accordance with 310 CMR 40.0333(2), a Release Notification Form(BWSC-103)was
submitted to MassDEP on October 10,2025, and RTN 3-52582 was assigned to the
release condition.
• On November 24, 2025,on behalf of NEP, Coneco submitted a RAM Plan to MassDEP
detailing proposed RAM activities to facilitate substation construction activities. RAM
activities conducted since November 2025 were documented in RAM Status Reports No.
1 and 2, submitted to MassDEP and dated March 24 and September 24,2026,
respectively.
• Coneco conducted additional soil sampling activities from the RAM excavation area
between February and March 2026. Laboratory analysis of the soil samples did not
identify any concentrations of lead or TPH in excess of the applicable MassDEP Method
1 S-2/GW-3 Risk Characterization Standards in the submitted soil samples.
• As a result of RAM excavation activities conducted to date,a total of 99.45 tons
(approximately 65 cubic yards)of soil generated during excavation activities within the
RAM excavation area were loaded into dump trailers and transported under MassDEP
BOL to Clean Earth for treatment via thermal processing.
• No continuing sources of contamination are present at the Disposal Site and no current or
potential migration pathways have been identified at the Disposal Site. Based on
Disposal Site conditions, potential human exposure is considered unlikely and the
initiation of Immediate Response Action activities is not warranted.
