I did an inspection of 46 Gallows Hill road to investigate complaint that came in through Frank Kulik
There are 2 finished rooms in the basement which at the time of my inspection were not furnished and full of junk.
I advised owners that neither room could be used for sleeping because of lack of egress windows. No bathroom
or kitchen exists but there is a separate entrance to this level through a garage whose door has been infilled with
siding and a 36x80 exterior door
AS far as I'm concerned there is no illegal unit

Subject: RE: 46 Gallows Hill Road, Salem, Ma
Dear Assessor:
It has been brought to the neighborhood attention that 46 Gallows Hill Road, Salem, Owner is a John Bona is
currently in violation of Code of Ordinance Section 12-1.
A separate & permanent addition is being built in the basement as an active apartment. Bathroom &three rooms
are being added. We have not seen a Permit Application in the window or residence. Our current neighborhood
zoning is for One family housing. This will ultimately change our tax structure in the neighborhood. We are also
concerned that if a few persons begin turning their one family homes into two family homes, housing values will
diminish if additional living quarters are not built in our one family homes when it comes time to sell.
Please have someone in your department check into this at earliest convenience for safety &appropriate building
guidelines. It is thought that a young daughter Krystal &two small children under the age of 2 will probably be
residing with parents in this new basement apartment. There have been DSS & police issues in the past with the
mother Krystal.
As always were are only a few concerned neighbors in the immediate location who would rather remain
annonymous.
Thank you for your cooperation in this matter.
