Friend Street indicating their same views on this matter , I
will cooperate with you and have the appropriate petitions
signed .

Dear Mr. Lemieux:
This office has received a complaint alleging illegal use of the
third floor at the above mentioned property. After checking our records,
a permit was issued for three (3) bedrooms and a bath at the third floor
location. These extra rooms are to be utilized by the people who are renting
the second floor dwelling unit only, and can not be rented out separately per
our Zoning Ordinance. No more than three (3) unrelated people can occupy
a dwelling unit. The second floor and rooms at the third floor are totally
considered as one dwelling unit.
Please contact this office upon receipt of this letter as to inform us
as to your course of action being taken in this matter.
Thank you in advance for your anticipated cooperation in this matter.

RE: Visual Inspection & Clearance Sampling Conducted at 2.5 Friend Street in Salem,
MA.
Dear Mr. Arsenault:
Environmental Remediation Services was retained by Asbestos Free, Inc. to perform a
visual inspection and clearance sampling for the abatement project conducted at 2.5 Friend
Street in Salem, MA.
All applicable asbestos containing materials were properly removed from the work area.
The air sample yielded results below the EPA recommended level of .01 f/cc. All surfaces
were properly abated, cleaned, and encapsulated according to all applicable state, federal,
and local environmental guidelines involving the removal of asbestos. The clearance air
sample was analyzed using the EPA recommended NIOSH 7400 method.
Enclosed are the analytical results of the air sample conducted following abatement
procedures. If you have any questions regarding this project please do not hesitate to call

Boiler abatement was conducted under full containment and negative air pressure. Abatement consisted of the removal of insulation
from 2 boilers and 12 linear feet of glovebag. There is asbestos containing debris remaining in this basement which was not to be
abated under the scope of work involved with this project.

Sir:
Pertaining to your letter of October 26th, I have the following
reply.
I am aware of the usage of the property as being one dwelling unit
(2nd & 3rd floors) and a separate dwelling unit on the first floor.
The 2nd and 3rd floors are and always have been considered as one
dwelling unit . The 3rd floor bedrooms were occupied by the roommate
of the second floor tenant, Ms . Osterstuck. Ms . Osterstuck ' s
roommate, Ms . Berry, lived with Ms . Osterstuck and her children for
6 years at the above mentioned property from 1986 - 1992 . In 1993 ,
after the third floor was renovated, Ms . Berry lived in a bedroom
on the third floor. The third floor has been vacant since
approximately July of this year. Ms . Berry is now renting the first
floor unit at the same property.
I maintain that there is no action required on this matter and that
I have been in strict compliance at all times with all applicable
codes and ordinances . Should you have any questions, please feel
