Dear Property Owner:
This office has received several complaints regarding people in your house bulk feeding
birds and other wildlife in the storm drain in front of your property and on your property
located at 8A Cleveland Road Ext in the City of Salem,Massachusetts. The Board of
Health has received photos and videos depicting these actions.
Be advised this type of activity is a violation of City Ordinance, Section 8-79, Feeding of
wild animals, wildlife, and birds. Feeding of wildlife is prohibited due to the detrimental
effect it has on their health and the disruption and conflict it causes to their natural
feeding patterns.
Feeding of this nature can create an unreasonable disturbance that affects the safety of
surrounding property owners by attracting excessive rodents and other wildlife and
renders other persons insecure in the use of their property.
The Board of Health will be monitoring this situation to determine if violations of the city
ordinance can be corroborated by Board of Health staff. If violations are observed,
additional enforcement action will be taken including fines of up to $100.00 for each
offense, and court action as necessary.
The Board of Health asks you to cease these feeding activities so as to stop the influx of
rodents and other wildlife in the neighborhood.
